Rayne. He has been investigating her for a while now. It started off routinely enough - just your normal checks that were run on everything and everybody in the paranoid (or security-conscious, if you will) state that the Commonwealth was. Nothing in particular gave her away, but there were small things, and they added up. Somewhere she was just a bit TOO perfect and law-abiding, elsewhere she exhibited hints of beliefs that could be considered treasonous. It was enough to trip his experienced sixth sense. At first he ran her as a boring sympathiser, but the more he analyzed her patterns, the more he realized that she somehow ended up in too many places where deals went down, or Red Faction members met. No, she was in it. Technically, what he had was enough to arrest and prosecute her - people were executed, or worse, on far less-founded suspicions, or without any evidence at all, but Agent Shaggid had an odd thing, which often seemed useless and even harmful for someone in his position: somewhere deep down in him, there was some tiny, beaten-down resemblance of a conscience. For himself, Jack had to make sure she was for real.

"She's moving," he reported into a small radio to all units. "She's going into the restaurant. Run Bureaucrats 3-B."

Next, a pre-planned spectacle unfolded, in which two agents played the roles of fatcat government clerks, partying excessively after work in the restaurant, while Rayne, who seemed to be following them, was the sole audience.

The two men drank heavily and talked loudly, skillfully simulating gradually oncoming loss of control, looseness of moves and lips. They did that for a good half an hour, until they were in a half-faked condition, where a person did not yet crawl around on the floor, but already no longer walked straight for all the alcohol consumed during the evening.

Walking by, he tripped over his own feet, and the folder he held in his hands fell down, a few papers flying out, all of them with rather conspicuous "SECRET - Ministry of Labour and Corrections" stamps.

Several pages that he dropped were still scattered on the floor, some of them not too far from where Rayne sat. In order to give her privacy enough to take the bait, the second 'clerk' was at this point so 'drunk' that he 'fell asleep' with his face down on the table, just inches from the plate before him.

While the two agents played out their roles masterfully, Shaggid's eyes were discretely on the young woman, with the help of a small, powerful-zoom camera. He was still outside, but could see her every move nonetheless. He sat still, his eyes excited, like a hunters'. Now was the moment of truth: would she pick up the papers and take a peek, or even heep a few pages, or call to the man's attention and tell him he dropped them.

Rayne watched what was going on between the two men. They began slurring words, showing signs of being completly drunk. She watched as one passed out by his plate, and the other floundered around dropping papers on his way to the bathroom. He left behind some scattered papers close by her seat. She looked down but the papers were to far to read without picking them up. She wasn't sure if she should, what if she were being watched. Rayne usually felt others watching her, a sixth sense some had said. Sitting here she didn't feel as though she were being watched. Leaning over she took a few of the papers in her hands, folded them and got up to leave. She left movey on the table and headed towards the door, not looking back only moving forward.

In his car parked outside Shaggid grinned with satisfaction when he saw her bend over and pick up those papers. What's more, she barely glanced at them, and quickly hid them on her person. If before he had a fairly decent suspicion based on his experience, now Shaggid had undisputable proof. Well, let her read it. The pages contained quite a bit of interesting information for her. Such as a prisoner dossier to a Red Faction member she may have known. The most important part of this dossier was "TBE", against which there stood today's date and a time later in the night. There was even a helpful asterix and a footnote, explaining that TBE stood for To Be Executed. For the time being, she was free to go, under covert observation. Shaggid trailed her skillfully, needing no special backup, since technology ensured even one well-trained agent can stay well out of sight, while knowing where his target was. The two others had to stay in the restaurant and continuing to play the part as if nothing happened, in case they themselves were still being watched. The drunk returned from the restroom and collected whatever remaining papers there were on the floor, then came back to his table, where the pair continued to load themselves up with a rather devastating mixture of vodka and beer.
