I just connected my DLINK router to a 4.5 volt power supply when it needs 5v. How bad is that?

Well now I'm not sure I agree it's not bad. My thinking is it may well shorten the life of the router somewhat if used for a long time. It all depends on the quality of the components. If some components are close to the limit on how much current they can handle, they could become stressed. Granted, it's only half a volt. But a device (component) that needs a certain amount of power to operate will draw more current if the voltage decreases. Usually, this is only a problem on big motors. But some of those leetle teeny weensy things they put on circuit boards, need certain amounts of power, which is often very carefully calculated...

I'd use the 4.5V supply until I could get the 5V and I wouldn't waste much time getting either.

Undervolting is generally not a problem. If the device, any device, is not getting enough energy, it simply does not turn on. Since your's have been able to turn on, then it, obviously, getting enough energy.

mj's cation is well found, particularly when it comes to mechanical devices. But in this case we are talking integrated circuits which is a little different.

I would suggest getting proper power supply for the device because operating it outside its designed parameters is simple a bad practice. You do not want to develop this habit.
