A psychologist in Colt45's Commanding Presence story mentioned that one potential solution to excessive submissiveness was institutionalization.

"He could offer institutionalization. Submissives did very well in the institutional setting. In an institution they would direct her life right down to what she would eat, to when she went to bed."

Now, suppose there was in fact a specialized institute for the hopelessly submissive. They would direct everything the submissives did...which is exactly what the submissives wanted, though their wishes were too extreme for a conventional BDSM relationship (though some submissives from the institute might be offered so-called homecare, which would be similar to a normal slave-master relationship). Of course, the institute has somewhat of an odd reputation, since most people around know very well that it isn't really a mental institution per se. Patients aren't locked in their rooms or otherwise imprisoned, but are instead just told exactly what to do. Needless to say, pretty much all of the employees use he patients for sex...but everyone knows about it.

Most people don't really consider it to be a mental institution but instead consider it to be a sort of boarding house for submissives. So-called employees are mostly volunteers with funding for other needs provided by various businessmen, who are generally given the VIP treatment (i.e. given much sex) during their rare visits. Occasionally random bored women will live there for a few weeks as a sort of vacation, though a small number of them find themselves so much happier their that they decide to stay, and many find they have to force themselves to leave.

An idea that came to mind.
 
Hmm.

Has some potential, methinks. ALthough it should be the Institute for the Hopelessly Submissive.
