They should have placed her under oath if they wanted to get an iota of truth out of her. I'm awaiting an answer from my congressman on why she wasn't placed under oath. Ought to be interesting.
You don't need to be under oath to suffer criminal penalties for lying to Congress.
I just thought I'd do my part and educate you a bit this morning so you could continue with your argument.

I just finished reading THE BEST AND THE BRIGHTEST, and Congress always knows whats up, what they don't know is the real price its gonna cost America. MSM knows whats up too, but they gotta wait till theres too many of them for one president to fuck by hisself.

JohnnyBarbarian needs to know you have to be under oath to be charged with perjury.
But not for giving false statements to Congress. Read a book. The US Code would be a good start.

Perjury vs. Lying to Congress.
Two different crimes with two different standards. Perjury requires the oath, and a higher standard for telling the truth. Lying to Congress doesn't require an oath but anyone testifying before Congress has a legal obligation to tell the truth. Both are felonies.

Lying to Congress is a crime, and doesn't require an oath. It's a felony with up to 5 years of jail time.
The Republicans have Subpoena power and could have Subpoenaed her - if she refused, she would have been held in Contempt of Congress.

Who decides if she will be prosecuted under a congressional referral?
Congress.
Charges are referred to the Attorney General. If he declines to prosecute, the chairman of the committee can file directly with the US District Court.
