The two dots is a diaeresis; the one under the c, a cedilla; and the one whose name you can't remember a circumflex, or 'petit chapeau chinois'!

^ Yes. And the "up one" is an acute accent (or accent aigu).

I've never heard the name "diaeresis" for the two dots. Always thought it was an umlaut.
