A Magi can refuse to aid magically. If you treat them right, though, they'll become a simple extension of yourself and sooner or later, you won't recognise that you're two beings. However, only master mages and wizards are at this level. Not even the Queen of the Fairies or the Elven Queen have gone to this level yet. Though they are close.
And a Magi can only act in extreme cases in that way. Usually they have to have the host's permission to perform magic. However, if the host is in grave and immediate danger, they can overcome the natural magical barriers of the Host's mind and act defensively.
These are usually short bursts of ultra defensive magics and usually deplete the Magi's resources for some time.
Its like having a magical pet. You must tell it to do things before it can. And it must decide to listen to you in order to do what you tell it to in the first place.

Anyway, in terms of the magi. Essentially the magic is shared by both the host and the Magi. The magi can't do what you said because it needs the permission of the host, (which will be performing the magic).
The magi cant use magic on its own and the host cannot perform magic on their own either. A two way street.
In terms of that great defensive mechanism, a magi can only pull that sort of magic out because the host has sent out an unconscious cry for help.

It is called Tomboy... it is slightly different to what I've written before and the funniest thing is that I am already planning the next one.
