I suspect it is a reorganization of enforcement, combined with some social and mental health components. But I really don’t know.

In Canada, every municipality must have law enforcement. I suspect the US requires this too. Be it a municipal owned, or a municipality contracts it out.

I also suspect the States mandate the minimum level of enforcement too, based upon some sliding scale regarding a municipalities population.

Ie a single officer would not meet the minimum standard in a large urban centre...
So I am willing to bet that if they do eliminate law enforcement 100% I will never return to lit.

The Minneapolis City Charter does require it to keep a police force of a certain size. IIRC, this upcoming vote is to dispense with that requirement so they can dial back policing quite a bit so Omar's pals can run wild.
