Sure. I also believe if someone tell you they are gong to harm someone. That person is just as responsible as the attacker if they say or do nothing. Actually here in the states there are laws that say the same.
If it was your sister, daughter, wife.. would you feel different? Would you not be angry at the person that knew about the attack before hand and did nothing?

I am sorry to tell you but If you found out afterward he was bragging to his friend about his obsession and what he was going to do to your family member, you would be just as pissed as at him. Plus as I said there are rules about that here in the sates that make anyone that knows him personally and does not report or actively try to stop him as an accessory. So what you say does not really matter. Rules are on the books. Have fun with that.
