I'm thinking that would be a for sure YES! Call him. Start out calling him as a friend, and then maybe the next time call him a little later in the eve and flirt a tad more than you probably already do.

Does he flirt with you only or with others too?
If he's one of your buds, why don't you call him more often? If he's as shy as you say he is, he's only going to drop the most subtle of hints to let you know he's interested. You'll have to pick up the ball from there. Call him, suggest going out somewhere together, something casual (coffee, sporting event, something) and see what happens. Test the waters and see who swims.

Crescent... I'd personally choose to go to a darkened movie theater. Just the two of you. Look for something with a little sex in it and maybe just start by touching his hand. If he goes for something this simple then yes he is interested. See where it goes from there.

You didn't mention if you happened to help him move?? Could be his new place needs a "proper house warming" of a combined efforts dinner and a good bottle of your favorite beverage. You could also try a call for "Sat morning coffee" if you do that kind of low level bullshit session regularly.
The definitive thing is (as the other members have said)to ease into it/through it if he's the shy type. Being honest with your friends is more essential than any dinner or coffee.
