If it is one for each carrier, then there should be 4 as there are 4 carriers.

The carrier on each side are U.S. super carriers, they don’t don’t go anywhere without a submarine. The one on center right is a English super carrier, you can tell from the ski jump deck. It will be accompanied by a submarine. The center left is a assault ship which is a carrier but Carries helicopters, osprey, and now F 35Bs. It probably doesn’t have a sub tagalong.

The seventh HMS Dreadnought was the United Kingdom's first nuclear-powered submarine, built by Vickers Armstrongs at Barrow-in-Furness. Launched by Queen Elizabeth II on Trafalgar Day 1960 and commissioned into service with the Royal Navy in April 1963, she continued in service until 1980. The submarine was powered by a S5W reactor, a design made available as a direct result of the 1958 US–UK Mutual Defence Agreement.

It looks like a small semi-independent country.
 
Will the government put it in a surplus property sale?

I guess I ought not bid on such a thing - I doubt it would do well on the river.
