It is a excise in futility, because it will never happen.

Regardless, I would speculate best case scenario:

There would be a amnesty period.
Die hard owners would never turn in their guns.
Casual owners could;
A: Turn in their guns
B: Sell then on the immediate black market the law creates at a healthy profit.

Most would go with B. The influx of illegal guns in the hands of criminals would triple.
