Ok, Bush is "Surging" another 4000 to Iraq and another 3500 to Afganistan. So he asks congress for another few $billions$ to pay for it saying this cost would be covered by shifting or canceling other military programs.

Fine. So if he's covering the cost from current budget items, why does he need a few more billions from congress? :eek:

Because Congress approve the detail of the military budget and he's changing it.

The government doesn't give the generals a few billions and say "spend it how you like" - each of the representatives want some of that military spend in their backyard.

That is a near certainty but he has to go through the motions of seeking approval first, then coming back to say "Sorry, couldn't make the savings".

It is the same process for Democrat Presidents and Republican Congresses.

That's how politics works.
