Well, he could have simply followed your (and 86all's) example and simply created a new account that was close enough to his older username to be blatant that it's him, but different enough to get around the ban. It's obviously the same guy. But it's possible the name is slightly different, Shybiguy953 versus ShyBIguy953 or ShybiGuy954, or whatever, you get the idea.So, maybe it's not the same guy and you're wrong about him being banned?
Or rather, he got the idea from you.
For example, at one time, you used to be Hisarpydo, and also Hisarpedo. It was obvious to everyone that this "new" account, HisArpy was the same individual as the previous two. But why you felt the need to create fifteen other aliases along with this one, well, I will never understand, other than you really seem to enjoy trolling this forum.
