I cannot find a sporting good store that carries rigid plastic heel cups, which are the usual method of dealing with "stone bruises" of the heel.

Just an idea

Check with a medical supply company -- you know the kind you can rent hospital equipment from? They usually have all kinds of misc. health aids for sale also.

As a resident of said metropolitan area, try an orthodics store like Good Feet or Larry's Comfort Shoes. Second choice would be an upscale running shoe store. Roseville and Rocklin should have several of those.
