How to use attachments

Can attachments be used with Private Messages? If so, how? I see I can do an attachment here, but not in a message?

No way to attach to PMs. Some choose to upload offsite (somewhere like Imgur or Dropbox) and send a link via PM.

I tried this, but the link keeps getting replaced with asterisks. I'm obviously missing something, can you point me in the right direction, please?
