Quantifying arousal would be dependent on the context of when the measurement occurred. If it is being done, while observing, then I feel you would need a scale of 1 - 10 for behavioral responses and another scale of 1 - 10 for physical response. Once you have the rating for each you would then multiply it for your results. In contrast, if you are measuring as a survey to find general levels of arousal then, I feel, you could do a scale of 1 - 10 that combines both behavioral and physical responses. However, no scale is completely accurate and is subject to error since you are using a discrete number system. A discrete number system will always be subject to interpretation, inconsistent application, and errors. Finding a way to minimize them and to ensure a consistent application is the only way to prevent errors from distorting the results.
