First, go online and find a picture of the chick you are pretending to be. Shrink it to 150x150 pixels.

Post 9 or 10 more times to reach 100-101. Wait a couple of hours for it to update.

Go to your command post, "User cp" the avatar option will appear.

Takes a while for some reason. Patience and check back. When adding one, I have tried everything including logging out and so on, nothing helps but time...usually an hour or two.

Profile picture option also pops up at that time. Don't remember what size that has to be but it says it on that page when it appears.
