From my experience

Dancing, dinner, flowers...these are all nice suggestions but really the key is to communicate your feelings, build trust, get to know each other ever better, find out what Fido likes (and doesn't like), maybe just take a bath together (nothing kinky but it's a start), and then you two lovepups get drunk together some night while watching some very naughty movies.

You'll wake up snuggled in each others' arms/paws for sure!
