With regards to the broken rating system,
How bout a sliding scale based off of how many threads you've actually submitted.
In other words, if you haven't written any threads or stories, you can't vote.
If you have written a thread, you can rate, but only once a day.
If you've written ten, you can rate twice.
If you've written fifty, you can rate three times a day.
Finally, if you've written a hundred threads, you can vote as many times as you want.
I think it's a little fairer, plus it would help with the system. Maybe an exception can be made, like for "Editor Votes" when you add a thread to your story.
