How to enable DM ?

Somebody sent me a DM, but he says my DM is blocked. I cannot find in the control panel how to unblock this. How can I enable to receive DM ?

Account - Privacy - Start Conversations with
Set to Members

Where is 'account' ?
I only find Control Panel => Options, but no Privacy option.

Somewhat clunky user interface.
