How to blur out a face on a photo

You could download some free stuff or use some sites on the web.

You could download Irfanview...it's free and does the job.

or

Do a google search of photo editors online.

ETA: Just check Irfanview an it doesn't have a way to blur faces that I can find. Personally, I use Paintshop Pro., but it costs $$$.

You can also use Joxi. It's a free soft to make screenshots and immediately upload them into web. You will be able just write the link and another person will be able to see your picture online.
And yes, Joxi has a Blur Tool.

Another option is to crop off the photo just below your eyes (cropping out your eyes and above). Most any image software can handle that.
