Local politics in the ATL, Decatur to be specific.

A local county Sherrif is noted for being corrupt. Come election time, his opponent accuses him of being corrupt and beats him on the promise that he'll fire anyone in the department that has been merely sanctioned in the past (38 employees).

Ex local sherrif allegedly puts together a hit team on the eve of the new sherrif's inaguration and has the new sherrif killed on the walkway of his own home.

Why did the ex-sherrif think he could get away with this?

Granted, it took a year of investigation and semi-related shoot-out but the question remains why?
