How many people have signed up for ObamaCare thus far?

The confusion over Obamacare has created a perfect opportunity for scammers, the Better Business Bureau said this morning.

David Smitherman, president and CEO of the Central Alabama Better Business Bureau, told WBRC that his organization had received reports of scammers using robocalls and going door-to-door in Birmingham, Alabama while posing as insurance agents.

“[They’re] telling homeowners that they are with an insurance company or they are with Medicare and that [the homeowners] are going to have to have an . . . Affordable Care Act card” in an attempt to obtain banking information or Social Security numbers, Smitherman said.

“There are places where you can go for information [on Obamacare], but answering your door and talking to strangers about it is not one of them,” he said.

The fraud generated by Obamacare will make Medicare fraud look like chump change.

After logging on when the exchanges began at 8 a.m. on October 1, she immediately ran into problems. The site failed to record her information correctly and she could not alter the incorrect information it’d recorded, so “Alice” went to the website’s customer-service online chat. Six days into the launch of insurance marketplaces created by the new health-care law, the federal government acknowledged for the first time Sunday it needed to fix design and software problems that have kept customers from applying online for coverage.

The Obama administration said last week that an unanticipated surge of Web traffic caused most of the problems and was a sign of high demand by people seeking to buy coverage under the new law.

But federal officials said Sunday the online marketplace needed design changes, as well as more server capacity to improve efficiency on the federally run exchange that serves 36 states. [...]

About 30 million uninsured people live in the states the federal marketplace will serve, including Texas and Florida.

So far, Web-traffic problems are allowing only a small trickle of buyers, said John Gorman, chief executive of Gorman Health Group, an insurance-industry consulting firm with clients selling policies on the exchanges.

Large insurers have seen enrollment figures totaling in the hundreds each, said Sumit Nijhawan, chief executive of Infogix Inc., a data-integrity firm that works with such insurers as WellPoint Inc., Aetna Inc. and Cigna Corp.

The U.S. Department of Health and Human Services, which oversaw development of the site, declined to make any of its IT experts available for interviews. CGI Group Inc, the Canadian contractor that built HealthCare.gov, is “declining to comment at this time,” said spokeswoman Linda Odorisio. Five outside technology experts interviewed by Reuters, however, say they believe flaws in system architecture, not traffic alone, contributed to the problems. For instance, when a user tries to create an account on HealthCare.gov, which serves insurance exchanges in 36 states, it prompts the computer to load an unusually large amount of files and software, overwhelming the browser, experts said. If they are right, then just bringing more servers online, as officials say they are doing, will not fix the site. “Adding capacity sounds great until you realize that if you didn’t design it right that won’t help,” said Bill Curtis, chief scientist at CAST, a software quality analysis firm, and director of the Consortium for IT Software Quality. “The architecture of the software may limit how much you can add on to it. I suspect they’ll have to reconfigure a lot of it.” -
