how long does it usually take for a story to submit and what does it mean when it says "in preview(needs to be submitted).thanks

If it's in preview/needs to be submitted, it'll never get posted because it hasn't been submitted to the system. You should click the blue link (In preview-needs to be submitted) and you'll be taken to your story. There you can do any editing you wish to it. You can click the word pending and rejected as well, to get to the story.
Scroll down to the bottom of the page and hit the "SUBMIT" button.
Then it'll be in the editor's list. If it doesn't say "Pending" it will not be seen by the editor. To get it to say pending, you must get into the story and click submit.
Every time you look at the story itself (not the view submissions page), and then hit submit, you'll be put at the back of the list.
