How do you decide what to write/edit?

This question is especially focussed at the published among us.

After completing the Survivor Contest last year, I took an inventory of stories that I feel would be worth continuing/finishing. There are three dozen in various stages of writing/editting, which would be a good supply to become a serious romance/erotica author.

But how do you decide which to begin with? Is it a case of shear inspiration? Do you go for the ones that require the least work to get them ready for submission? Or do you look at what publishers/contests are looking for and select ones that you think will match? Do you ever consider who might be the right publisher before you complete the story or only after? Do you submit queries on unfinished stories? Do you have an agent? Any other advice?
 
Erotica is currently very lucrative and there are any number of publishers out there...The 'Writer Beware' blogs offer some good advice....
As for content: If you have work that is finished and viable (you're satisfied with it), yes, by all means, submit that to the publisher/editor.
That's why it helps to have an editor/agent to help you with the work. I finally found an erotica editor that isn't trying to rewrite everything I do....
