As to your friend ... be a friend and do something else with them. Go to a museum or an art gallery. Show them that there is other stuff in the world. Movies are okay, if you've got time for a big chat afterwards.

I get out my Playdoh Fun Factory® and whip out all kinds of cheerful shapes.

I strip naked, paint half my body red the other half purple, stand on my head with legs spread and a stick wind propellor thing in my butt and sing mary had a little lamb while rolling my stomach back and forth like a belly dancer. That for some strange reason seems to work pretty good.:)

Well. you could read poetry to them, or perhaps a Chet Gecko mystery. Some respond well to a boxed set of Monty Python videos, others require front-row passes to first-rate comedians or opera (typically one person does not react to both of those, but there are exceptions.) Unusually large chocolate sculptures are a sure-fire approach except on a hot day. Filling their tub with lime jello is a long-shot, but if you're not liking the other ideas go for it.
 
Seriously...acting goofy will work to get someone in a better mood most of the time. If they don't, try to lighten them up by getting them involved in a game like madlibs, (or a game the is sorta like trivial pursuit but not), or something along those lines. Get them to thinking about general stuff, not money, lovers, or what ever else is bothering them.

If they are really suffering...it could be flat out real depression that needs professional help. Learn the symptoms of depression, then if they are exhibiting those signs...by all means talk to them, show them what you are seeing, offer to call and make an appointment for them...anything it takes to get them in to see a doctor.

Depression is treatable and quite often the treatment is short term to get over a bad time or the 'hump' sometimes the treatment is required for a long time. Depends on the individual.

It may require family members or other close friends helping you too. It takes a bit for a depressed person to see that they have a real problem and need help. It is better in some cases to intervene and get them the help they need before worse things happen.

OK, let's say it looks shiny enough that it could be mistaken for silver, anyway, but it won't matter what it's made of when I use it to cut out your still-beating heart. Just edit the trivial pursuit out of that post and nobody has to get hurt.

That is a comfort in those times, a shoulder to cry on and an ear to listen.
 
Several things to do...

I change the subject causing the funk, and give an outsider's observation of their situation. I help to give them answers, not sympathy because that does nothing to solve the problem. If nothing works, I get them on a motorcycle for a ride into the mountains. That soothes even the deepest cut!
You have to let the other come to a solution with minimal assistance so they can learn to handle tripfalls in life.
 
Me personally, I try to be the best of a friend to them and try to make them laugh somehow.
