FetLife is actually much more about meets than chit chat, but submissive men seem to be in higher supply than demand. Try going to kinky meets or munches. As a man, you'll need to put yourself out there a bit. Women can just say "I'm submissive - who wants me?" and get replies. Men can't do that.
