House Rules Committee Republicans changed the Rules of the House so that the ONLY Member allowed to call up the Senate's clean CR for a vote was Majority Leader Eric Cantor or his designee -- all but guaranteeing the government would shut down a few hours later and would stay shut down. Previously, any Member would have had the right to bring the CR up for a vote.

Democracy has been suspended in the House of Representatives.

A Bill that would likely not have been needed if the House hadn't changed the rules so that bills coming back from the Senate can only be called to a vote by the House majority Leader or his designate.

The House GOP pushed the rule change through as part of another bill just prior to the shutdown and forced that shutdown in doing so.

Perhaps you could explain to the class why Speaker Boehner won't allow an up-or-down vote on the Clean CR....no tears. Is it because he knows it will pass with bi-partisan support?

You're straying from the topic. The House GOP changed the rules so that the bills sent back from the Senate could only be called to a vote by the Majority Leader or his designate.

The Senate has sent back funding bills stripped of the "defund the ACA" provisions several times. The House, specifically Eric Cantor, has refused to allow them to be called for a vote.

If any Representative could call them to a vote, as the House rule previously stated, it would have been passed. More than enough of the GOP Representatives are in favor of a clean CR for it to have passed long ago, yet Cantor refuses to allow a vote.

But House Republicans aren't the only issue, GOP senators have blocked all attempts to form a committee to resolve differences in the bills. 19 times it has been suggested, 19 times it has been shot down by a GOP Senator. It requires unanimous consent you see.

This shutdown rests squarely on the Heads of the House GOP.

They did what they had to do to keep death benefits going for soldier's families. They could have refused and pointed out, loudly and repeatedly why those benefits were endangered in the first place.

But why punish those families because the GOP refuses to negotiate and would rather hold the economy hostage?

Once more, for the cheap seats.. If the House GOP hadn't amended their own rules so that ONLY the majority leader can call a vote on a bill returned from the Senate then none of this would have been necessary. There are more than enough GOP representatives on board with a clean CR to have passed it long ago.
If the Senate GOP hadn't refused, NINETEEN TIMES, to go to committee to resolve the budget bill differences this would not have been necessary.

As an aside, Cantor is probably the only (semi) honest politician from Virginia. As sad as that is.

Here in the DC metro area, we've been bombarded with commercials for the two Va gubernatorial candidates. As was recently opined, Virginians have a choice between a crook and a creep.

The "piecemeal proposal" jargon is pretty funny. Loosely based on fact it is another one of those distortions that has taken on a life of its own.

There is a big difference between the way authorization and appropriations have been hammered out and crafted, by looking at each department and working on the department authorizations piece by piece and working towards an appropriation and a budget with debate and compromise through every step and a "piecemeal approach" where only pet spending by one side is approved of for a vote.

Why indeed? Why punish the FEMA families by refusing to take up the House bill restoring funding FEMA? Because the Senate jumped on Vet's families first, that makes THEM the proper piecemeal to pass?
