That's the criteria - at least ten votes with an average of 4.50 = Red H.The red H generally means that your score is in the upper half of scores on the site. The conditions are that you have to have voting enabled and you have more than 10 votes. There could be more, but they aren't coming to me right now.

I've had a story drop down to 4.4 around 30-some votes and then climb back up to 4.6 around 60 votes, it definitely happens!
