There is an old joke. A man reaches for the K-Y but gets the Bengay. Segue to Johnny Cash's "Ring of Fire." I had a similar experience with Thai food and oral sex.

I did some research. Despite the intense reaction, peppers are almost categorically safe. Medically the active substance passes through the body easily and completely. This is the reason cops have shifted from mace to pepper spray. However, there is no counter agent. Once in contact, the process must run its course.

Has anyone used it or had it used?

Not intentionally, no.
I actually use vinyl gloves when chopping chili since the time I tried to get a lash hair out of my eye. I thought I had gotten the chili cleaned away from the fingers...

I know some people do use it intentionally and I know it has been discussed along with ginger, nettles etc.
