It's actually practically inevitable that at some point he will indeed sign something he has very little understanding about. It simply comes with the position. First of all, since Biden is wearing a mask, you can't see his lips move. So it could very easily be a fake. Secondly, even if he did say it (and it's barely audible even when you turn the volume all the way up), he may have simply meant he didn't know which of the numerous EO's it was - there were a lot of them, and he clearly doesn't have time to read the one that's open on the video before he ostensibly makes the comment.
