Ayn Rand has a useful tutorial for constructing plots, and its simple to do.

Select your main character, decide who it is they are (butcher, baker, candlestick maker), and determine whats the worst conflict they can have.

If your main character is a butcher, say, their worst conflict is selling horse meat or spoiled meat to their customers. If no one is the wiser, its not a conflict, if someone witnesses the scam or uncovers the scam you gotta conflict, unless they don't give a shit, but what if she's in love with the butcher and the bad meat kills an old asshole, then you got more conflicts. That's how it goes with good plot construction.
