Now we’re being told that FBI agents handed Homan bags of cash to deliver government contracts, even though he was in no position to do so. In other words, they apparently tried to engage in an entrapment scheme in hopes that Trump would win the election.

I think the criminal indictment didn't come because they couldn't prove he actually gave those people favors and there was no guarantees that he even could when they gave him the money.

I'm sure there was an investigation ongoing into his tax statement regarding the bribe, which was what was shut down.

There doesn't seem to be any doubt that he took the money.

So you agree Homan accepted $50,000 in cash in exchange for a promise to deliver government contracts? Is that a bribe? Obviously he wouldn't be able to deliver the contracts to the people bribing him . . . because the people who paid him off were FBI, not contractors!
