If you need a rifle, that's a good price -- but you get what you pay for so don't expect a great frifle for that price.
As for NATO Ball ammo, depends on the chanbering of the rifle and the size "NATO ball ammo" you have. If it's chambered for 30-06 or .223 Remington, then NATO 7.62x51 or 5.56 are very close to the right dimensions but will cause jamming and other problems.
If the rifle is chambered for a NATO standrad caliber, then that's the only ammunintion you can use in it -- whether with Ball (FMJ) or other types of bullets.

Did a little more digging. Its chambered in a 7.62x54 Russian. Rounds are still available, if you buy bulk ex-Soviet Bloc ammo. Most of the reviews on the ammo indicate that the majority of the surplus rounds were made in the 70's and 80's, then coated with lacquer, which has a tendency to foul the action. Winchester and Wolf both make ammo for it, but most of the major retailers are out of stock currently.
Most of the rifles being released are surplus from Russia right now. Quite a few people seem to like them, as long as you respect the limits, and don't expect sniper quality from them. About 200yds seems to be the average for zeroing the rifle. I wouldn't be surprised if you'll have to strip Cosmoline off of them [and if you never have done that, its a helluva bitch and ensure you get everywhere]. Otherwise seems to be a decent buy at $130, which is about the average price going for them.
