I had someone contact me privately with a "true" story that he thought would make a fun read. I liked the premise enough that I told him I'd contact him when I wasn't in the middle of something and go over details. That's not the same as writing a story specifically for someone, but you might find an author you like who would be interested in hearing your ideas. Just expect a big lag time because most of us are already working on the next story (and the one after that) while we're submitting one. There is a story idea section on the BB if you just want to get your idea out and see what happens.
