The Chi gig is not planned and executed by some major Official Force, but by AH memebers who thought it would be fun to get drunbk together.
Liar is correct.
I'm sure the head planner (sweetsubsarahh) would be more than willing to share some helpful technical hints in putting things together, but she will also tell you that every Lit gathering is different -- Chicago II was different than Chicago I and so on.
But if you want to do it, the key things are to find a place, pick a dates and see what happens. If you plan it, they will come

Basically you need a decent hotel (free shuttle from the airport is a plus) with good access to restaurants/grocery stores/liquor stores.

That's one of the reasons I picked Chicago for the first meet.
It's an 8-hour drive for me, but I figured Chicago was more centrally located than most places, with good hotels, excellent airport access, quality food, marvelous music and a liquor store every few feet.
What's not to love?

I'd love to see one in Vancouver. It's just up the road, so to speak, and it's wonderful. Vancouver is tied with Vienna for being the world's second most livable city. (Zurich is first, as I recall.)

Yes, Wreck Beach. It's a very nice beach. I have it on good authority that it's the rival of any public US clothing-optional beach. But take a look at the pictures on the website, of which this is an example:
