IT would depend on

the category it gets written in. The ref couldn't be human it would have to be A.I. Robot, drone, even with todays technology it can be either nanotechnology or holograms. The reason for mandatory law would be less people wanting to be in law enforcement. Overall trust are at all time lows from corruption, misuse of power, mortality rate is extremely hig so on etc for a start. But categories would change the laws in my opinion. Unless you want to use the robotic 3 unbreakable laws for ground zero. What you think???

Again depend on category but the referee would be put in humor category for sure. An actual human ref standing watching couples having sex just like the a pro game with flags or cards and all the rules that go along.

But it is at the cost of freedom and privacy, but the masses freely traded those things away for creature comforts. Only the AI has evolved and instead of becoming evil, it's become perverted. So like sexualy grooming skynet. So this AI is making more and more taboos common place. No one is stopping it because they are so used to the AI directing their lives, that no one even realizes how morally depraved they've become.

Great story premise.

I’d include a protagonist who somehow figures out how off the rails things have become, and seeks to find/create/sneak (sexual) activities outside of the AI’s control. <Also, Brings along some friends>

But then, left to their own direction, they discover that they enjoy those same depraved activities, and go even farther when left untethered.
