I can only speak for myself but in general, no. Especially if I don't know the guy and he starts sending me such pics. I also dislike seeing pics of really huge ones. But once in a while, a dick pic will be a turn on. Depends on the guy, what he is doing, or having done to him,etc. I can't even give the specifics of that either. Unsolicited ones seem more like an attempt to smack the recipient in the face with something and force them to deal with it more than to turn anyone on, but who knows. Does it ever work?

As for pictures of genitalia, I'm not so sure that most men aren't looking for pictures of pussies, though honestly super anatomically detailed close-ups are really not that hot at all, at least if you've ever seen a hoohaw before.

From an aesthetic perspective it's a difficult task! Dicks aren't that pretty to begin with, and the usual angles and lighting are appalling. There's definitely got to be some skill involved in doing it right.
