All too true, I fear.

I have a theory as to why.
Once upon a time our Coppers (that's 'policemen' to those of a foreign disposition)
we to be seen on just about every road. (https://www.youtube.com/watch?v=2I7yAC1Pz6Y. ).
But paying a Copper to be visible is expensive.
It's cheaper to have a few in a 'control room' watching a TV all night.

Yeah, especially if you look at time as a currency. You never know how much time you have to spend, it evaporates really quickly, and you can't generate more.
