It's quite possible that he and his think tank DID come up with notion all on their own. Again, just because something exists doesn't mean anybody in the room has seen it. There are zombies in riot gear in Left 4 Dead 2, Resident Evil 2 (I think), and I'm sure if I dug around long enough I could find at least one more case. That doesn't make him a liar. Just like ultimately it has to be taken at face value that the Hunger Games despite all the similarities wasn't just a copy of Battle Royale. There is certainly no way to prove it one way or another.
