The Dutch are so clever, with 'Non-existent' Global Warming threatening to drown their cities, they figured out how to save their culture.

Now all we need is Dirigibles and some sort of Thermalistic Phazmagory! :D

Nope, the cities would have to float in the air. All the Dutch are doing is reinventing Venice, Italy. Of course, being Dutch, they would probably do a more hygenic job of it.

It takes a lotta coal burning turning water into vapor = Steam! to suspend a city in the air....one of Micheal Moorcocks and Jules Vernes more fanciful notions, I'm afraid.....
 
I think Steampunk Aerocities would be lifted by Aether or some other form of energy that we electro-hostages missed.
