President Hoover's has got a G-Man holding one of his two turkey. He may have pardoned them, but I'm pretty sure they were both plugged anyway to keep 'em from squealing.

And what's up with Ford forcing the turkey to see what could have become of it?

I always thought making a big deal of pardoning one of a pair just emphasized that the other one was going to be butchered and cooked.
