what happened? was everybody in the department on a 4 year vacation? the t-word damned sure wanted that question on the census and went to court over it.

A LOT of federal agencies have major problems with their management. There's a common problem known as "promotion by attrition", in which the least-qualified people end up in charge (because everyone else gets a better-paying job in the private sector), and an accompanying vicious circle of poor management that leads a lot of people to leave for greener pastures when they'd otherwise like to be serving their country. And yes, I speak from experience here.

In other words, as much as I'd like to blame this on Trump - and it's quite possible that it IS his fault - it could be plain old bureaucratic incompetence.

or, it could be that the same president, running for re-election, who said he's done more for 'the blacks' than any other president, just may not want figures disclosed showing blacks and other minorities dying in disproportionate numbers in a pandemic that you've tried to cover up? you know, sort of the same logic that says if you stop counting new cases, there won't be any.
