There are a couple of options here, most of which have been gone into already, prior to satindesire and infinity706 getting into it. It's likely lubricant or a combination of precum and natural lubricant (her cum). I doubt it is flour and water; though the false ejaculation trick is well known, basically you upend a bottle of water into her and she'll expel that at the right moment for dramatic effect.

I'd like to point out that it could be legit. Some women have thick, viscous cum and are perfectly healthy. Two of my past partners have started with "normal" cum, and as they become progressively more aroused and stimulated they generate a thicker cum which is noticeably viscous and slightly whitish in colour. Both partners were perfectly healthy: it is normal. If it's foul smelling than it can be indicative of poor hygiene or some sort of infection. If it isn't, it's fine. Some women can do this, others can't. The majority of my partners could not; so in my experience it is not particularly common.
