I can imagine a government financial bribe which is so generous that it can persuade some mothers to become perpetual baby makers. Maybe encouraged by layabout, strapped-for-cash husbands whose libido is on the wane or who have cuckold tendencies..? Lots of mileage in that sort of thing.
Falling fertility/birthrate... ideas which could spring from it?
