Here let me give you a hand, let's start with Madeline Albright first female Secretary of State. Colin Powell a black man also filled that same post as did Condoleezza Rice, both of the latter were appointed by the much maligned George H.W. Bush. President Obama appointed Eric Holder and his successor, Loretta E. Lynch.
So while the majority of the cabinet appointees are, not ALL of then are white males.
In reality most of the cabinet members are far from stupid clowns, generally the fault lies with the President who appoints then or his Chief of Staff who he appoints..
ou might think about Pres. Obama's original C of S Rahm Emanuel who is now Mayor of Chicago and is up to his ass for running a brutal and out of control Police Dept.
The responsibility lays on the leader and one on those who follow.

1.My comment was tongue-in cheek for the OP etc. and I didn't entirely believe what I wrote. Even though, (as many people outside the US do, nowadays) I have a poor opinion of US's foreign policy, I'm relatively uninformed as to it's internal political matters.
Nevertheless, your post and information were v. useful, thank you. That's one of the appeals of the OP's threads: they tend to combine humour with politics, and they're often the springboard for interesting discussions.
