So you think Obama woke up one morning and tweeted how he was going to build a bigger better fence around the white house? You're confusing him with Trump who is always talking about "bigger and better".

In actual fact the decision was made by an independent panel (the United States Secret Service Protective Mission Panel) assigned to look at overall secret service shortcomings. I'd be surprised if Obama had any input on the fence whatsoever.
