Can We Actually Even Tell if Humans Are Affecting the Climate?

What if we did nothing at all?


...the overall average temperature of the Earth has warmed by several degreees in the last 400 years, since the end of the Little Ice Age. Before that was a period called the Medieval Warm Period; before that was another cold period; and back at the time of the Romans there was a long period that was significantly warmer — Southern Britain was a wine-growing region. What we’re a lot less certain about is “why?”


Of course, the “why?” here has been, shall we say, pretty controversial. It’s worth wondering about the controversy and about the social mechanisms through which science is done — I wrote about them during the Climategate controversy as the “social contract of science” — but that’s not what I want to talk about today. Instead, let’s talk about how a scientist thinks about these sorts of questions and arrives at new answers. Back in grad school we called that “doing science,” and it was something everyone liked doing and wished they could be doing instead of whatever they actually were doing, like faculty meetings and refereeing papers.


The process of “doing science” is something you usually learn more or less by osmosis, but there are some good hints around. One of the best is a paper from the 16 October 1964 issue of Science, “Strong Inference” by John R Platt. Let’s say we have some phenomenon of interest, like global warming, or high blood sugar, or that damned yellow patch in my lawn. We want to know why it happens. Platt’s strong inference describes the process we should use when “doing science” as:
1. We generate a number of alternate explanations, hypotheses, that might explain the phenomenon.
2. For each hypothesis, we come up with an experiment which will prove the hypothesis wrong. That is, not one that “proves the hypothesis,” but one which, if successful, would disprove or falsify the hypothesis. (Sir Karl Popper argued in his book The Logic of Scientific Discovery that this falsification was the core of scientific knowledge.)
3. We do the experiments. If an experiment falsifies a hypothesis, we discard it ruthlessly. Then we go back to (1) and try again.

A lot of times, the rub — and the really creative thinking — comes in from finding the right experiment. Richard Feynmann was known for an ability to see right through a problem to a simple and elegant experiment that would disprove a hypothesis. He demonstrated this during the review following the Challenger disaster. You may remember that the launch happened on a very cold morning in January; less than two minutes after launch the Space Shuttle Challenger blew up, killing all seven astronauts.

The question, as always, was “why?”

From films and debris, it appeared that the solid rocket motors had failed first, sending a blowtorch of hot gas into the external tank, which then exploded. The solid rocket motors were built of a stack of components containing the solid fuel, which were then joined to make the whole rocket motor; it appeared, in fact, that one of the joints had failed.

One proposed explanation was that the cold has made the O-ring seals at the joints stiff. During a public, televised hearing, management people from the solid rocket manufacturers discounted this idea. Feynmann, who was one of the members of the all-star panel doing the investigation, quietly got a salt shaker and a glass of ice. They had a sample of the O-ring material that had been provided as a prop for the hearing. Feynmann put the salt into the ice, making a concentrated salt solution with a temperature much lower than the normal freezing point of water. Feynmann, without making a fuss about it, dropped his sample of O-ring in the water and let it chill.

Here’s the strong-inference part of this. The Thiokol managers’ hypothesis was that the O-ring material remained “sufficiently” flexible at the temperature it would have reached on that unusually cold Florida morning. Feynmann’s experiment simply said “okay, so let’s get a piece of this stuff cold and see what happens.”

The answer, which Feynmann proceeded to demonstrate in a nationally televised hearing, was that the stuff got to be very brittle. Feynmann took what had been a soft, rubbery material at room temperature, and it broke like glass.

So much for the managers’ hypothesis.

As we said, we’re pretty confident that there has been significant warming since the Little Ice Age. The controversy around “climate change” or “global warming” is all about what’s happening; the UN-approved explanation is that humans are releasing gases into the atmosphere that cause less heat to be radiated out into space, and thus causing the average temperature to rise, what’s called the “greenhouse effect.”


Aside: Now, just to try to forestall one of the usual threads of argument, there really is very little question the greenhouse effect actually exists — the natural temperature of a rock in orbit around the Sun at the same distance as the Earth is nearly -40°. So let’s not have the “but there’s no such thing” argument, okay?

If we plan another game of strong inference, what we want is an explanation for the rise in temperature, and particularly for the amount the temperature has gone up. There are a whole lot of different things that might explain it:
• Human-generated greenhouse gases might be doing it.
• Human changes in land use — like lots of asphalt highways, which are pretty black — might be causing the Earth to absorb more heat.
• There might be measurement error — we have to estimate the temperature based on thermometers around the world. Some of these thermometers themselves have had some pretty significant changes in their environments, like having a parking lot built around them, that would make the temperature higher locally. This would increase the measured average temperature, which would make it harder to find a natural explanation.
• There might be variations in the Sun’s output that cause the changes.
• There could be other factors than greenhouse gases that cause the Earth to retain more heat. (One interesting possibility that’s being explored is that more cosmic radiation might be causing cloud cover to change.)

Performing a good experiment to test each of these hypotheses is difficult: we can’t just make a spare Earth with no people, no roads, and a different influx of cosmic rays along with a different Sun maintaining standard conditions. So we have to use other methods.

Into this comes modeling. One way of looking at any hypothesis is that it’s a model of the way you think the phenomenon is behaving: “If I’m right, then this will happen.” Medical experiments share a lot of characteristics with these climate experiments, and in particular, you can’t take a lot of human patients, use them as lab rats, and mess with them just to see what happens.

What’s more, both patients and planets have the troublesome characteristic that they tend not to be very predictable — no one really exppected snow in Boulder in the middle of May like happened this year, even though it certainly had happened before. If there is a lot of variation happening with a lot of different causes, we have to use statistics to try to tell the different causes apart.

So let’s imagine we’re testing a new hay fever drug, an early summer topic near and dear to my nose. I take the new drug, and my hay fever gets better. Cool.

But what if I would have gotten better anyway, just because the cottonwood trees have stopped emitting cottonwood fluff or something?

We want to know what would have happened if we did nothing. We call this treatment of no treatment the null hypothesis. Statistically, we want to know if we can tell if what we did had an effect.

Notice this isn’t the same as saying “tell if it had an effect or not.” The new hay fever drug might have worked, but I might have at the same time caught a cold — so the hay fever drug might have been working, but my nose could still be stopped up and my eyes itching.

(Or half the freaking state of Colorado could be on fire and it’s the smoke that’s bothering me. But the Colorado fires are another column.)

So now let’s talk about climate. (You thought I’d never get there, didn’t you?) We know there’s warming; there is a hypothesis that this is caused by an increase in the amount of greenhouse gases, and particularly in carbon dioxide, in the air as a result of human action. The core of this hypothesis is a model, a picture of how we think things work, that computes what the average temperature should be based on the increase in CO2. These models all center around a value — either assumed in, or computed in some way — of how the temperature responds to changes in CO2 concentration. This is called sensitivity.

The models that have been proposed by the “mainstream” climate science community all have substantial sensitivity to CO2 concentration — which is as it should be. That’s the hypothesis. But since this is a statistical property we’re measuring, they also have a range of values that are plausible predictions. This is stated as a confidence interval, which just means “we’re willing to bet you 20-1 that the temperature will stay in this range based on the assumption that human-released CO2 is causing the warming.”

These models are now running into a problem, though — the warming appears to have, well, stopped. For 17 years. Even though the amount of CO2 in the atmosphere has gone up.

In global warming, the null hypothesis would be that the “treatment” has no effect, or in other words that the human-caused increase in CO2 is overwhelmed by other effects. And again, note that this isn’t the same as saying “it has no effect,” just that we can’t tell if there has been an effect.

At which point, we can bring in this lovely little chart, stolen from The Economist magazine.



The dark line is the actual measured temperature; the light blue band is the “95 percent confidence interval,” which is to say, that band of 20 to 1 odds. The hypothesis from the models lays down a bet of about 20 to 1 that the temperature will stay inside that light blue band.

The real temperature, however, says otherwise. It’s either already out of that confidence interval or it’s very close to the edge.

Why? We don’t know. Time for some new hypotheses.

It may be possible to calculate how CO2 behaves in laboratory conditions and hence to calculate a theoretical warming in relation to increasing CO2 levels in laboratory conditions. But that is not the real world.

In the real world, increased concentrations of CO2 would theoretically block a certain proportion of incoming solar insolation so that less solar radiance is absorbed by the ground and oceans, and it would also increase the rate of out going radiation at TOA. Both of these are potentially cooling factors. Thus the first issue is whether in real world conditions the theoretical laboratory ‘heat trapping’ effect of CO2 exceeds the ‘cooling’ effects of CO2 blocking incoming solar irradiance and increasing radiation at TOA and if so, by how much? The second issue is far more complex, namely the inter-relationship with other gases in the atmosphere, whether it is swamped by the hydrological cycle, and what effect it may have on the rate of convection at various altitudes and/or whether convection effectively outstrips any ‘heat trapping’ effect of CO2 carrying the warmer air away and upwards to the upper atmosphere where the ‘heat’ is radiated to space. None of those issues can be assessed in the laboratory, and can only be considered in real world conditions by way of empirical observational data.

The problem with making an assessment based upon observational data is that it is a hapless task since the data sets are either too short and/or have been horribly bastardised by endless adjustments, siting issues, station drop outs and polluted by UHI and/or we do not have accurate data on aerosol emissions and/or upon clouds. Quite simply data sets of sufficiently high quality do not exist, and therefore as a matter of fact no worthwhile assessment can be made..

The nub of the issue is that it is simply impossible to determine a value for climate sensitivity from observation data until absolutely everything is known and understood about natural variation, what its various constituent components are, the forcings of each and every individual component and whether the individual component concerned operates positively or negatively, and the upper and lower bounds of the forcings associated with each and every one of its constituent components.

This is logically and necessarily the position, since until one can look at the data set (thermometer or proxy) and identify the extent of each change in the data set and say with certainty to what extent, if any, that change was (or was not) brought about by natural variation, one cannot extract the signal of climate sensitivity from the noise of natural variation.

I seem to recall that one of the Team recognised the problem and at one time observed “”Quantifying climate sensitivity from real world data cannot even be done using present-day data, including satellite data. If you think that one could do better with paleo data, then you’re fooling yourself. This is fine, but there is no need to try to fool others by making extravagant claims.”

We do not know whether at this stage of the Holocene adding more CO2 does anything, or, if it does, whether it warms or cools the atmosphere (or for that matter the oceans). Anyone who claims that they know and/or can properly assess the effect of CO2 in real world conditions is being disengenuous.

For what it is worth, 33 years worth of satellite data (which shows that temperatures were essentially flat between 1979 and 1997 and between 1999 to date and demonstrates no correlation between CO2 and temperature) suggests that the climate sensitivity to CO2 is so low that it is indistinguishable from zero. But that observation should be viewed with caution since it is based upon a very short data set, and we do not have sufficient data on aerosols or clouds to enable a firm conclusion to be drawn.

consider a few examples from the thermometer record (Hadcrut 4) before the rapid increase in manmade CO2 emissions.

1. Between 1877 and 1878, the temperature anomaly change is positive 1.1degC (from -0.7 to +0.4C). To produce that change requires a massive forcing. That change was not caused by increased CO2 emissions, nor by reduced aerosol emissions. May be it was an El Nino year (I have not checked but no doubt Bob may clarify) but we need to be able to explain what forcings were in play that brought about that change, because those forcings may operate at other times (to more or less extent).

2. Between 1853 and 1862 temperatures fell by about 0.6degC. What caused this change? Presumably it was not an increase in aerosol emissions. So what natural forcings were in play? Again one can see a similar cooling trend between about 1880 and about 1890, which may to some extent have been caused by Krakatoa, but if so what would the temperature have been but for Krakatoa?

3. Between about 1861 to 1869 there was an increase in temperatures of about 0.4degC. What caused this warming that decade. It is unlikely to be related to any significant increase in CO2 emissions and/or reduction in aerosol emissions. How do we know that the forcings that brought about that change were not in play (perhaps to an even greater level since we do not know the upper bounds of those forcings) during the late 1970s to late 1990s?

4. Between about 1908 and 1915 again there is about 0.4degC warming. What caused this warming during this period. Are they the same forcings that were in play during the period 1861 to 1869, or are they different forcings? It is unlikely to be related to any significant increase in CO2 emissions and/or reduction in aerosol emissions. How do we know that the forcings that brought about this change were not in play (perhaps to an even greater level since we do not know the upper bounds of those forcings) during the late 1970s to late 1990s? If the forcings that were operative during the period 1908 to 1915 were different to those that were operative during 1861 to 1869 can all these forcings collectively operate at the same time, and if so How do we know that the forcings that brought about that change were not in play during the late 1970s to late 1990s?

One could go through the entire thermometer record and make similar observations about each and every change in that record. But my point is that until one fully understands natural variability (all its forcings and the upper and lower bounds of such and their inter-relationship with one another), it is impossible to attribute any change in the record to CO2 emissions (or for that matter manmade aerosol emissions). Until one can completely eliminate natural variability, the signal of climate sensitivity to CO2 cannot be extracted from the noise of natural variation. Period!

Apollo 7 astronaut Walter Cunningham knows a lot about science and the importance of getting it right. Walt has earned undergraduate and graduate degrees in physics. He has also completed all coursework for a doctorate in that discipline, but those studies were interrupted by other commitments before completing thesis requirements. In addition, he is a graduate of the Harvard Business School Advanced Management Program.

Walt put his science and technology background into real action as a Marine Corps fighter pilot and Apollo Lunar Module pilot. He has logged more than 4,500 hours of flying time of including more than 3,400 in jet aircraft, and more than 263 hours in space. (I’m not sure how many hours he has logged flying closer to Earth over Texas highways in his Corvette.) Walt was called upon to further apply his mission training and flight experiences as Chief of NASA’s Skylab Branch of the Astronaut Office.

Col. Cunningham, like many other scientifically and technologically experienced space program professionals, is an outspoken critic of pseudo-scientific climate alarmist claims. In this interview he explains why.

Larry Bell: Walt, you kindly contributed an endorsement of my book commenting that, “Those of us fortunate enough to have traveled in space bet our lives on the competence, dedication, and integrity of the science and technology professionals who made our missions possible…In the last twenty years, I have watched the high standards of science being violated by a few influential climate scientists, including some at NASA, while special interest opportunists have abused our public trust.”

What issues stand out most as reasons for arriving at this conclusion?

Walt Cunningham: Larry, I come from a background where responsible science and technology are the difference between life and death. The Apollo Program relied on quality data and objective interpretation to advance knowledge in areas of science and technology that had never before been explored. All of us had complete trust in the competence, integrity and accountability of those we worked with to create the systems and hardware we depended on in the most extreme environment. We did not allow the media to affect our conclusions; our conclusions influenced the media.

Over the years, NASA has slowly, but inexorably changed its culture and filled management positions with those compatible with the new culture. They absorbed their “new ways of thinking, new people, and new means.” They have contributed to a society that is becoming less and less capable of measuring up to the motivation, inspiration, challenge, risk acceptance and accomplishments of Apollo.

We didn’t expect our scientists and engineers to know everything, or that their hypotheses would always be right. Hypotheses are ideas to be challenged, and to ultimately be proven or disproven by empirical evidence.

During a 2008 CBS 60 Minutes interview, Al Gore, who was launching a major global warming crisis advertising campaign at the time, responded to a question by Leslie Stahl about skeptics by stating: “I think those people are in such a tiny, tiny minority now with their point of view. They’re almost like the ones who still believe that the Moon landing was staged in a movie lot in Arizona and those who believe the world is flat.”

Having seen the Earth from orbit, I don’t expect you are one of those “flat- Earther” skeptics Gore referred to, are you?

Cunningham: No, Larry, I can emphatically vouch for the fact that the Earth is spherical. But, when it comes to global warming, the public-at-large really doesn’t know whom to believe anymore. And NASA has contributed to that confusion.

With lots of help from James Hansen and others at the NASA Goddard Institute for Space Studies (GISS), alarmist camps have been hammering us for years. The media is made up mostly of “true believers”. Politicians, in the absence of understanding and knowledge about climate science, have put themselves out on a limb from which it is difficult to retreat. Given the economic interests and the political powers involved, this dilemma will not go away quietly or anytime soon. In the court of public opinion, media and money play powerful roles.

The biggest problems I see with the sorry state of “climate science,” as the public comes to know it through the media, are the alarmist claims, unsupported by data and history, being presented as facts. When these claims cannot be validated by empirical data, they attempt to justify them by equally dishonest claims of proof by “consensus”. These alarmist claims create unwarranted fear in order to promote their political and profiteering agendas, while establishing regulatory policies that kill business and grow government – all at a terrific cost to taxpayers and energy consumers.

Without the science to back up their wild forecasts and claims, and the overwhelming evidence for natural temperature variation, alarmists try to exploit this unwarranted fear by resorting to the precautionary argument: “We must do something just in case we are responsible, because the consequences are too terrible if we are to blame and do nothing.”

Those of us who challenge alarmist claims of accepted theory and “consensus” are referred to as “skeptics”, as if that’s a bad thing. Responsible scientists are supposed to be skeptical. Those who aren’t qualify as demagogues. In the days of Apollo, astronauts, engineers, flight controllers and managers were skeptical of anything that might impact landing a man on the Moon. That attitude led to success in one of the biggest challenges in history.

If you buy a phony conclusion, as Al Gore obviously did, the consequences can be terribly costly.

Bell: It’s interesting to me that while NASA, particularly GISS, has contributed much to this misinformation and public confusion, there are also quite a number of NASA professionals, mostly retirees, who aren’t drinking the human-caused climate crisis Kool-Aid. Last year you and others lodged formal complaints to NASA Administrator Charlie Bolden, Jr., regarding the dismal and embarrassing state of the agency’s climate science programs.

Cunningham: Many of NASA’s retirees have grown increasingly concerned that GISS, a NASA organization located in a midtown Manhattan office building, was allowing its science to be politicized, compromising their credibility. Our concern, beyond damage to the NASA’s exemplary reputation, was damage to their current or former scientists and employees, and even compromising the reputation of science itself.

We developed a letter to NASA Administrator Charlie Bolden and obtained signatures from seven Apollo astronauts, several former Headquarters managers and Center directors, and 40 former management-level technical specialists. We asked that he restrain NASA from including unproven claims in public releases and on websites. Statements by NASA that man-made carbon dioxide was having a catastrophic impact on global climate change are not substantiated, especially when considering thousands of years of empirical data. It is clear that the science is NOT settled.

The unbridled advocacy of CO2 being the major cause of climate change is inconsistent with NASA’s history of conducting an objective assessment of all available scientific data prior to making decisions or public statements. They should be emphasizing to the media that human-caused global warming is a hypothesis, not a scientific fact.

Bell: And the second letter?

Cunningham: Well, NASA Chief Scientist, Dr. Waleed Abdalati, testified at a Senate Energy and Natural Resources Committee hearing that the sea level was projected to rise between 0.2 meter and 2 meters within the next 87 years. This was based upon the warmest temperature scenarios, derived of course, from highly theoretical computer models.

A group of NASA retirees responded with another letter charging that NASA in general, and GISS in particular, has failed to objectively assess all available data on climate change, while relying too heavily upon complex climate models that have not succeeded in predicting climate. The letter specifically asked that GISS, then headed by James Hansen, not incorporate unproven remarks in public releases and websites.

Thankfully, James Hansen has since resigned. He was an embarrassment and disgrace to the agency.

Bell: So that behavior struck you as playing to a political Obama administration agenda?

Cunningham: That would be a fair observation. We felt that NASA’s commitment to climate science should be consistent with the agency’s reputation for rigorous science. When they don’t have real facts, as in this case, they should be honest about what they actually do and don’t know.

Understanding global climate and what, if anything, humans can do to affect it are scientific questions that can be answered only by honest science and scientific data. Yet, global warming alarmists invariably try to make their case through rhetoric, dogma, opinion, and emotion. They like to cite their climate models, and the public buys it.

Shouldn’t we be emphasizing that models are not data, and that climate models have never successfully predicted anything? Models are built upon assumptions (opinions), and if the bases for the assumptions are wrong, the results can never accurately predict future behavior.

Anytime the “evidence” is debatable, we should push for open and honest public debate in an effort to get to the “truth.” Unfortunately, believers in human caused global warming avoid debate like the plague.

Bell: Of course, your NASA colleagues, along with any other crisis skeptics outside the politically correct “climate establishment”, can be expected to have their debate credentials derided (not the “right stuff” in this case), and often their motives challenged as well. I’m aware that you have encountered that just as I have, along with several of our mutual friends.

Cunningham: The human contribution to climate has to be put into context with the 18 to 20 highly complex, natural climate drivers constantly at work. Most of those who study climate are specialists in one special discipline or another. They are not “big picture” people who see and connect all of the dots. I’m a geophysicist, which provides the skills and understanding of important principles. I know how to collect and analyze technical/scientific data. And, while I don’t claim to be a “climate scientist,” I do follow the subject closely enough to recognize incongruities in data and logic.

A response to one of my articles on climate change acknowledged my education in physics and then concluded with, “Nothing in your bio leads anyone to believe that you are remotely any sort of an authority on climatology.”

To paraphrase one response to our NASA letters: “Why should we pay attention to what you say? You’re just a dumb astronaut.”

The aerospace culture is comprised of technically sophisticated, problem-solving professionals who work together to connect the dots so that what they create can be verified to work. The people who signed those letters to Administrator Bolden are those kinds of individuals. Many of us conducted the science, designed and managed the manufacture of enabling hardware and software systems, tested their reliability, launched them, and flew colleagues to another body in our solar system a quarter of a million miles away and safely back again.

Bell: It’s not as if our government isn’t already throwing enough money at a contrived climate crisis. The National Research Council just released a report based upon a 2-year-long study that concluded that President Obama’s sweeping new Green energy subsidy program costing tens of billions to combat “climate change” is virtually useless. This new spending is on top of an estimated $48 billion spent in just the past two years.

Arguments to justify this ongoing waste depend upon data from compliant fright factories like NASA’s GISS. But what is a legitimate role for NASA in the climate science arena?

Cunningham: NASA should be at the forefront in the collection of scientific evidence and debunking the current hysteria over human-caused [anthropogenic] global warming [AGW]. Unfortunately, it is becoming just another agency caught up in the politics of global warming, or worse, politicized science. Advocacy and support for the White House agenda is replacing objective evaluation of data, while scientific data are being ignored in favor of emotions and politics.

The conflict over AGW has deteriorated into a religious war — a war between true believers in a human-caused global warming problem and nonbelievers; between those who accept AGW on faith, and those who consider themselves more sensible and better informed. “True believers” are beyond being interested in evidence; it is impossible to reason a person out of positions they have not been reasoned into.

Much of this may be due to today’s lowered educational standards in scientific literacy, skepticism and critical thinking. Many people today are unable to distinguish between science and non-science, leaving them vulnerable to the emotional appeal of human caused global warming. Unfortunately, most students today are fed a lot more hype about self-esteem and global warming than real information about history and science. Let’s finally recognize that “self-esteem” is no substitute for common sense, and “indoctrination” is no substitute for education.

With the right leadership, with the right science, and with the right commitment to excellence and integrity, we will go much farther. And, it’s high time to do so.

Climate scientists must not advocate particular policies

As a climate scientist, I'm under pressure to be a political advocate. This comes mainly from environmentalists. Dan Cass, wind-farm director and solar advocate, preferred me not to waste my time debating "denialist morons" but to use political advocacy to "prevent climate catastrophe".

Jeremy Grantham, environmental philanthropist, urged climate scientists to sound a "more desperate note … Be arrested if necessary." A concerned member of the public judged my efforts at public engagement successful only if they showed "evidence of persuasion".

Others ask "what should we do?" At my Cheltenham Science Festival event Can we trust climate models? one of the audience asked what we thought of carbon taxes. I refused to answer, despite the chair's repeated requests and joke (patronisingly; his aim was to entertain) that I "shouldn't be embarrassed at my lack of knowledge".

Even some of my colleagues think I should be clearer about my political beliefs. In a Twitter debate last month Gavin Schmidt, climate scientist and blogger, argued we should state our preferences to avoid accusations of having a hidden agenda.

I believe advocacy by climate scientists has damaged trust in the science. We risk our credibility, our reputation for objectivity, if we are not absolutely neutral. At the very least, it leaves us open to criticism. I find much climate scepticism is driven by a belief that environmental activism has influenced how scientists gather and interpret evidence. So I've found my hardline approach successful in taking the politics and therefore – pun intended – the heat out of climate science discussions.

They call me an "honest broker", asking for "more Dr Edwards and fewer zealous advocates". Crucially, they say this even though my scientific views are absolutely mainstream.

But it's not just about improving trust. In this highly politicised arena, climate scientists have a moral obligation to strive for impartiality. We have a platform we must not abuse. For a start, we rarely have the necessary expertise. I absolutely disagree with Gavin that we likely know far more about the issues involved in making policy choices than [our] audience.

Even scientists who are experts – such as those studying the interactions between climate, economy and politics, with "integrated assessment models" – cannot speak for us because political decisions necessarily depend on values. There are many ways to try to minimise climate change (with mitigation or geoengineering) or its impacts (adaptation) and, given a pot of money, we must decide what we most want to protect. How do we weigh up economic growth against ecosystem change? Should we prioritise the lives and lifestyles of people today or in the future? Try to limit changes in temperature or rainfall? These questions cannot be answered with scientific evidence alone. To me, then, it is simple: scientists misuse their authority if they publicise their preferred policy options.

Some say it is safe to express our views with sufficient context: "this is just my personal opinion, but … " In my experience such caveats are ignored. Why else would we be asked "what should we do?" by the public or media, if not with an expectation of expertise, or the desire for data to replace a difficult decision? Rather than being incoherent – "I don't know much about policy, but I know what I like" – or dictatorial – "If I were to rule the world, I would do this" – we should have the courage and humility not to answer.

Others say it is simplistic and impossible to separate science from policy, or that all individuals are advocates. But there is a difference between giving an estimate of the consequences of a particular action and giving an opinion on how or whether to take that action; between risk assessment, estimating the probability of change and its effect on things we care about, and risk management, deciding how to reduce or live with that risk. A flood forecaster provides a map of the probability of flooding, but she does not decide what is an unacceptable level of risk, or how to spend the budget to reduce the risk (sea defences; regulation of building and insurance).

We must be vigilant against what Roger Pielke Jr in The Honest Broker calls "stealth issue advocacy": claiming we are talking about science when really we are advocating policy. This is clearly expressed by Robert T Lackey:

"Often I hear or read in scientific discourse words such as degradation, improvement, good, and poor. Such value-laden words should not be used to convey scientific information because they imply a preferred … state [or] class of policy options ... The appropriate science words are, for example, change, increase, or decrease." (Science, Scientists and Policy Advocacy)

I became a climate scientist because I've always cared about the environment, since a vivid school talk about the ozone layer (here, page 4) and the influence of my brother, who was green long before it was cool. But I care more about restoring trust in science than about calling people to action; more about improving public understanding of science so society can make better-informed decisions, than about making people's decisions for them. Science doesn't tell us the answer to our problems. Neither should scientists.

Climatology's Great Dilemma


...the IPCC’s dilemma is this. How can it expect the public to believe that recent warming is mostly manmade when the models on which it has based this claim have been shown to be fatally flawed?

In the latest draft of the report, scientists seem to have been admirably honest about the hiatus in temperature rises, explaining that its causes are a mystery. For their pains, they have apparently had the text flung back at them by government reviewers along with a demand that they explain what is happening. Governments, you see, need to be able to fend off sceptic arguments.

It will not be an easy task. However the IPCC chooses to deal with the problem the repercussions are unpleasant. They might try to explain away the warming hiatus in some way: the in-vogue explanation is that the heat that should have been in the atmosphere has escaped, undetected, to the deep oceans. Evidence to support this idea is, however, scant at best, and going down this route is going to involve the IPCC admitting that there is much about the climate system that is not yet understood. This will be a hard act to carry off while simultaneously claiming that they are certain that mankind caused most of the recent warming.

An alternative explanation has even more unpleasant consequences for the climate ‘machine’. If the globe hasn’t warmed because the impact of carbon dioxide on the climate is less than previously thought (a suggestion for which there is, incidentally, abundant supporting evidence) then the need for dramatic policy responses, and all the grants and subsidies and wind farm feed-in tariffs that result, dissolves away.

The word from within the IPCC is that a new generation of climate scientists is trying to tell the climate story, warts and all. But it is also said that they have been brought to the point of despair by the old guard, who want at all costs to avoid giving ammunition to sceptics...

The Global Warming They Fear is NOT Based upon Physical First Principles



We are expected to swoon over the fact that climate models, which are run on supercomputers, are state-of-the-art achievements in science. But “state-of-the-art” does not always mean accurate, or even useful, if the art is still in its infancy.

It is sometimes said that climate models are built upon physical first principles, as immutable as the force of gravity or conservation of energy (which are, indeed, included in the models). But this is a half-truth, at best, spoken by people who either don’t know any better or are outright lying.

The most physically sound portion of global warming predictions is that adding CO2 to the atmosphere causes about a 1% energy imbalance in the system (energy imbalances are what cause temperature to change), and if nothing else but the temperature changes, there would only be about a 1 deg. C warming response to a doubling of atmospheric CO2 (we aren’t even 50% of the way to doubling).

But this is where the reasonably sound, physical first principles end (if you can even call them that since the 1 deg estimate is a theoretical calculation, anyway).

Most of the model-predicted warming people are worried about is not due to this 1 deg., which would likely be benign or even beneficial. It’s the additional 2 deg. or more of warming many models produce, which originates from highly uncertain positive feedbacks: how clouds, water vapor, and other features of the climate system change with warming, which then further amplify the warming.

Cloud Feedback

These positive feedbacks, if they even exist, are in effect what scare the wits out of people. You could “dial in” positive feedback just by (for example) making the average amount of low cloud in a model decrease slightly as the average temperature warms.

It’s not this simple, of course, but my point is that ‘worrisome warming’ is caused in the models by highly parameterized (i.e. simplified) and uncertain components buried deep amongst the models’ real physical principles. The physics involved in cloud formation are, for the most part, not included in climate models. Even cloud resolving models, which do “grow” clouds, depend upon uncertain parameterizations (e.g. the autoconversion threshhold).

So, what are the feedbacks in the real climate system? Unfortunately, they are notoriously hard to measure.

The main reason, I believe, is related to cause and effect. When we observe that natural warming events (say from El Nino) are typically associated with (say) fewer clouds, we don’t know whether the fewer clouds were caused by the warming (positive cloud feedback), or whether the fewer clouds are the cause of some of the warming, and negative feedback actually exists.

We have demonstrated that if fewer clouds cause warming, and then the warming causes more clouds (negative feedback), the net result still “looks like” positive cloud feedback. Dick Lindzen and co-authors have also published various results substantiating this view. Evidence for this is revealed by phase space analysis of the data, which goes beyond simple scatter plots which typically reveal very low correlations.

This is important because it shows that what climate modelers think is observational evidence for positive cloud feedback in the real climate system (which they then program into their climate models) is simply the result of sloppy and overly simplistic data analysis techniques.

Water Vapor Feedback

The other major feedback is water vapor, which approximately doubles the 1 deg of first principles warming in the models. Here the modelers believe they are on firmer ground than for cloud feedbacks, since there is plenty of observational evidence that warming is associated with more atmospheric water vapor, on average, in the lower troposphere, due to increased surface evaporation caused by warmer temperatures.

But even in the case of water vapor feedback, the situation might not be as simple as they believe. By far the biggest impact of water vapor on the Earth’s ability to cool itself is in the middle and upper troposphere, where it is precipitation processes – not surface evaporation — that determine the water vapor content.

Most of the air at these altitudes was detrained out of precipitation systems, which removed most of the vapor as precipitation. This is why the water vapor content at those altitudes is so low.

So, what determines the efficiency of precipitation systems? If warming increases their efficiency at removing vapor, there could be a slight drying of the middle and upper troposphere at the same time that the lower troposphere becomes more humid. The net result would be negative water vapor feedback, even though the total absolute amount of water vapor in the troposphere has increased (because a tiny decrease in upper tropospheric vapor causes more cooling than a large increase in lower tropospheric vapor causes warming).

This possibility is nothing new; it’s been known for decades (see an extended water vapor feedback discussion here). Long-term weather balloon data we have extending back to the 1950s actually shows lower tropospheric moistening and mid-tropospheric drying, at least suggesting the possibility that multi-decadal climate change involves negative, not positive, water vapor feedback. Miskolczi’s (2010) results of a constant greenhouse effect were basically due to the observed decrease in upper tropospheric water vapor exactly offsetting the greenhouse enhancement of increasing CO2 in the last 50 years.

The trouble is that we have very little knowledge of how the efficiency of precipitation systems changes with warming, and so climate models can’t even begin to address the physical principles involved.

Conclusion

These are just a few of the uncertainties involved in climate models’ predictions of non-trivial warming. Only the first 1 deg. of warming they produce can be considered to be from first principles, and even that is based upon a theoretical calculation.

Warming in excess of 1 deg., which is what people worry most about, is due to highly uncertain feedbacks. To the extent that the models agree on these feedbacks is probably more a reflection of group think on the part of the modelers, and the pressure they are under (political, financial, career, world-view, etc.) to produce results which support global warming as being a more than just a trivial concern for humanity.

One aspect of feedbacks I have been wondering about for years is related to their possible time-scale dependence. By way of analogy, we see positive feedbacks in the formation of weather systems, sometimes culminating in hurricanes or tornadoes. But these are ‘dissipational structures’, which concentrate energy only briefly as part of an overall process that ends up dissipating energy on longer time scales.

Might it be that some feedbacks in the climate system are indeed positive for short term (e.g. year-to-year) variability, but the long-term feedbacks end up being negative, as suggested (for example) by the decrease in upper tropospheric water vapor since the 1950s? If that is the case, the models should not be built to have long-term feedbacks based upon short-term data.

Ultimately, the question we have to answer is this: Do we really believe that nature amplifies any temperature influence humans have on the climate system, or minimizes it? For now, the IPCC is betting on amplification.

But when you are asked to believe the IPCC’s pronouncements about the serious threat of climate change, understand that the greater the model warming they point to, the more suspect is the underlying evidence. This ‘dubious’ component of model-predicted warming is caused by relative few lines of computer code –- the weak link in the chain — buried among thousands of lines of code which might otherwise be performing very realistically.

[NOTE for engineers: In climate parlance, positive feedbacks never overcome the climate stabilizing influence of the direct increase in infrared radiative cooling with temperature, called the Stefan-Boltzmann or Planck effect. So, in traditional engineering ‘feedback’ terms, even the IPCC’s climate models are stabilized by net negative feedback...the Planck effect just isn't called a "feedback" by climate people. Sorry for the confusion...I didn’t make the rules.]

Dessler & North Demonstrate Why Scientists Appear Clueless

I don’t usually respond to public policy commentaries written by scientists. Everyone is entitled to their opinions…even scientists.

But Andy Dessler and Jerry North, both Texas A&M professors and climate researchers, felt the need to lecture the rest of us about the certainty of manmade global warming, and that if we just trust the government, a solution will be found.

Yeah, they pushed my button.

Sure, the Clean Air Act did a lot of good (to an extent), and with the Montreal Protocol we found new refrigerants to replace traditional chlorofluorocarbons, as Dessler and North correctly point out.

But this is like saying, because we found a cure for smallpox, we can certainly find a cure for aging.

In fact, just outlaw aging. There, problem solved.

Or, if we try hard enough, we really can put a teletransportation device in every home, and harness the limitless energy potential of antigravity.

Sorry, but not all medical or engineering problems are created equal. Have Dessler and North not been paying attention to what is happening in Europe, especially the UK? “Renewable” energy has proved so expensive and unreliable that they are facing another winter with the threat of even more people dying due to prohibitively expensive energy.

Dessler and North can pontificate from their cushy, federally-funded (and Texas state oil-money funded) jobs, but to at least half the citizens in the U.S., they appear clueless and elitist. The wealth they enjoy did not come from the government, but from the private sector, which is where prosperity is created and where money derives its purchasing power.

They can afford more expensive energy; many people can’t.

Even if humans are responsible for the warming of the last 50 years, there is little that can be done about it in the near term. The global demand for energy is simply too large to meet with renewable sources, which even with a bust-gut effort will only amount to about 20% of global energy needs in the coming decades.

And when new energy solutions do come, they will more likely come from the private sector, not government. Energy is needed by everyone, and energy companies are working on alternatives to fossil fuels. Traditional energy sources are indeed finite, so as they become more expensive to find and extract, prices will rise, and alternatives will be eventually developed to replace them.

In the meantime, it would appear that Dessler and North would rather punish energy use, destroy prosperity, and kill poor people.

How can I make such an accusation? Well, how else can you explain Dessler and North hiding the fact that global temperatures stopped rising 15 years ago, in contradiction to most, if not all, IPCC climate model forecasts?

They could have said, “The lack of warming is good news for humanity! Maybe global warming isn’t a serious problem after all!” Or even, “We have more time to solve the problem!” But, no.

Instead, they do exactly what they accuse Republicans of doing…letting their views of the proper role of government (and their desire for more climate research funding) determine what they believe (or profess to believe) about the science.

Since Dessler and North want more government, not less, they ignore the inconvenient truths about global warming not being as big a problem as the IPCC forecasted it would be.

So, stick to the ivory tower, guys. Better to let the people who work to support you wonder about your cluelessness, rather than open your mouths and remove all doubt.


 
You report that "Climate change will pose sharp risks to the world’s food supply in coming decades" ("Climate Change Seen Posing Risk to Food Supplies," Nov. 2) - with the premise that this impending calamity requires aggressive government curtailment or modification of industrial capitalist activities.

Color me skeptical. Wherever industrial capitalism has flourished over the past three centuries it has eliminated for the first time in human history the millennia-long curse of recurrent famines. Today, food is in short supply only in societies without market institutions and cut off from global trade. (The people suffering the greatest risk now of fatal shortages of food are true locavores, such as the North Koreans and the Somalis.) Relatedly, some of the worst famines in modern times - most notably, in Stalin's Soviet Union and Mao's China - have been caused by the hubris of government officials curtailing market forces with command-and-control regulations.

The greatest risk to the world's food supply is not the industrial capitalist activities that environmentalists are keen to curtail. Rather, the greatest risk is the trust that many currently well-fed westerners blithely put in government to rein in the only force in human history that has proven successful at eliminating starvation: market-driven capitalism.

“Correlation does not imply causation”

Of course the above is true, but what of the converse. If two functions are not correlated then there is good reason to believe they are independent. Apply this to historical climate data and the correlation of global average temperature with CO2 concentration is:
(a) 1910 to 1940 poor correlation
(b) 1940 to 1970 zero or negative correlation
(c) 1970 to 1997 good correlation
(d) 1997 to 2013 zero correlation

What does the above imply? The relation is either very odd or discontinuous, or could be called an on/off relationship.

There exists exceedingly little scientific support for claims found in the media and political debate that hurricanes, tornadoes, floods and drought have increased in frequency or intensity on climate timescales either in the United States or globally.

 Similarly, on climate timescales it is incorrect to link the increasing costs of disasters with the emission of greenhouse gases.

Here are some specific conclusions, with further details provided below:

 Globally, weather-related losses ($) have not increased since 1990 as a proportion of GDP (they have actually decreased by about 25%) and insured catastrophe losses have not increased as a proportion of GDP since 1960.

 Hurricane landfalls have not increased in the US in frequency, intensity or normalized damage since at least 1900. The same holds for tropical cyclones globally since at least 1970 (when data allows for a global perspective).

 Floods have not increased in the US in frequency or intensity since at least 1950. Flood losses as a percentage of US GDP have dropped by about 75% since 1940.

 Tornadoes in the US have not increased in frequency, intensity or normalized damage since 1950, and there is some evidence to suggest that they have actually declined.

 Drought has “for the most part, become shorter, less frequent, and cover a smaller portion of the U. S. over the last century.” Globally, “there has been little change in drought over the past 60 years.”

...Consider for a moment if the economy had failed to grow for the past 16 years but over the last century had increased in size by 5% you could make the claim that economic output for November was the highest it has ever been since recordkeeping began (bumps and wiggles in a time series don’t influence trends) and it was the 345th consecutive month that economic output was above its 20th-century average. At the same time, government statisticians ignored that economic output had remained unchanged for the past 16 years. I am sure you would be screaming... that this deceitful practice of reporting economic statistics must end at once. There were four meetings that went into this report, four face-to-face meetings. As of the second, we were having these frantic meetings between people like myself on radiative forcing and the later chapters that were looking at these projections saying oh, my God. The models are running hot. Why are they running hot? By “running hot,” I mean running hot for 2011, 2012 as we were writing the report.”

DR COLLINS: “Now, I am hedging a bet because, to be honest with you, if the hiatus is still going on as of the sixth IPCC report, that report is going to have a large burden on its shoulders walking in the door, because recent literature has shown that the chances of having a hiatus of 20 years are vanishingly small.”

15 years? 20 years?

None of this was predicted, this is not an issue of communication. Climate Science has been caught with its pants down. And every comment and claim is retrospective. If you want scientists like myself to believe in these models you have to produce clear, testable predictions over, say, a 10 or 20 year period. Clearly defined, clearly written down. Not armwaving double speak like from the Met Office.

The first problem in all that is actually defining something you actually could predict and test, I suspect.

Otherwise you should take the recent advice of Richard Lindzen to the UK parliamentary committee – the best thing to do is…to do nothing and wait for 50 years.

Personal Score-Settling Is the New Climate Agenda

The cause of global carbon regulation may be lost, but enemies still can be punished.

Surely, some kind of ending is upon us. Last week climate protesters demanded the silencing of Charles Krauthammer for a Washington Post column that notices uncertainties in the global warming hypothesis. In coming weeks a libel trial gets under way brought by Penn State's Michael Mann, author of the famed hockey stick, against National Review, the Competitive Enterprise Institute, writer Rand Simberg and roving commentator Mark Steyn for making wisecracks about his climate work. The New York Times runs a cartoon of a climate "denier" being stabbed with an icicle.

These are indications of a political movement turned to defending its self-image as its cause goes down the drain. That's how thoroughly defunct, dead, expired is the idea that humanity might take charge of earth's atmosphere through some supreme triumph of the global regulatory state over democracy, sovereignty, nationalism and political self-interest, the very facts of political human nature.

Let's restate more accurately a plan recently announced by Thomas Steyer, a California hedge-fund billionaire whose idea is to make the coming midterms about climate change: He would spend $100 million to flog an issue voters don't care about, to defeat Republicans whose defeat would have no impact on climate change, in order to replace them with Democrats whose election would have no impact on climate change.

Mr. Steyer's thinking is puzzling unless his goal is to make $100 million disappear. If his purpose were to elect Democrats, wouldn't his money go further attacking Republicans on matters of interest to voters? If he wants to move the ball on climate change, wouldn't a better place to start be undoing the damage his fellow climate lobbyists have done to the cause with their hysterical exaggerations, false statements and moral bullying?

He could begin by running ads leveling with Americans about climate science. We know with comfortable certainty that human industry is adding to carbon dioxide, a so-called greenhouse gas, in the atmosphere. An insoluble noise-to-signal problem, though, is how much the human component may have influenced climate change already. And forecasts of future warming depend on theoretical models that are highly speculative and necessarily suspect.

Then there's the political problem: Nothing America could do by itself would make a significant difference. Anything agreed with other countries, given diplomatic incentives, would be an empty gesture designed mainly to benefit incumbent politicians.

Indeed, a rational case for action on cost-benefit grounds is challenging to make at all. Even if it weren't, the nature of human power games, which advocates are powerless to change, means the effort could easily degenerate into a corrupt scramble for climate pork (see America's ethanol and Germany's solar subsidies).

If this sounds like a counsel of despair, think again. The counsel of despair was to rest mankind's hopes on a colossal pipedream. A world-wide social engineering project was never going to happen—luckily, since its results would have been less charming than activists imagine.

After 35 years, it's time to accept that adaptation is the way ahead. The problems of climate change, whatever its causes, are the same old human problems of poverty, disease and natural hazards like floods, storms and droughts. The best hope on offer is the continued accumulation of human wealth and knowledge.

Those who wish to slit their wrists at this point, feel free. But think about this: When human knowhow produces new energy technologies to replace current energy technologies, as it eventually will, we know the new technologies will be lower carbon. Why? Because extracting and distributing fossil fuels is fantastically expensive and becoming more so.

Chevron's massive Gorgon gas project in the coastal waters of Australia is expected to cost $54 billion. Exxon, Shell and several others are spending $116 billion to get oil from under the Caspian Sea in a remote part of Kazakhstan. Not to be flip, but a battery 10 times more efficient than today's would largely undermine the economics of these projects and make its inventor extraordinarily rich.

But engineering and venture capital (Mr. Steyer's job until he retired a year ago) are hard work and require personal resilience, while the pleasure of climate warriorhood is sitting at your little blog and picturing yourself a moral hero whose opponents deserve to be silenced if not exterminated. In our time, climate activism has devolved into self-medication for the moderately mentally ill (and who's to say this is not a useful service). Anyone genuinely concerned about the climate future might do better to get an engineering or finance degree.

...To put it in simple terms, the error bars in the 1800s are only about twice as large as the error bars in the 2000’s. If we assume anything like central limit theorem normality, that means that there is, on average, only 4 times as much “independent” data contributing to modern error bars as there is contributing to measurements made in 1850.

In 1850 Stanley had not yet met Livingstone in the heart of Africa, the Brazilian rainforest was terra incognita, the bulk of the world’s oceans were sailed outside of well-defined sea lanes only by whalers unarmed with thermometers, Antarctica was a big, dangerous whole on the map, Tibet was unexplored, China was mostly closed to westerners, Siberia was a wilderness and the North American continent was populated only around the periphery in the East and West with huge empty lands (and few thermometers) in the middle. Now those areas are positively saturated with official and unofficial weather stations (which are still far too sparse to be actually useful and which still require extensive kriging/interpolation/infilling) but the error is only twice as small? I don’t think so...

Buying insurance against risk is wise and thoughtful, but one has to perform a sane risk-benefit analysis and then further, compute the expectation values of the various alternative pathways to optimize one’s overall strategy. There is insurance against good and reasonable threats — and then there are the many forms of Pascal’s Wager as offered by the priests/insurance salesmen of the world. Finally, there is insurance as sold by the mob, also known as “protection”. The difficult thing about climate science is discerning what the actual risks are — and honestly, how well they are known (although using the term “honestly” in the context of climate science is pretty much an oxymoron these days).

When it comes to house insurance, things are pretty good. There is a risk that is easily estimated from statistical analysis of a broad population that my house will catch fire, and a computable loss value in the event that it does. The risk of loss (and expected value of the loss) due to theft is also computable. Ditto flood. Earthquake is trickier, as we move closer to Black Swan events, and nobody knows what a “good” estimate is for houses to be crushed by a falling asteroid or landed on by a plane flown by terrorists as these are too rare (and are pulled from a vast sea of very unlikely, but highly catastrophic possibilities). The insurance company sells me insurance at rates that effectively cover my amortized, averaged risks and make them a profit, but that are much CHEAPER than the house itself (else there is no point in buying the insurance). The insurance company than reinsures and sells off some if its risk against the truly broad scale catastrophic possibilities like a volcano erupting in central North Carolina and wiping out a million homes, and the government typically backs even the reinsurance for things like hurricanes and floods and tornadoes and earthquakes. In the end, we all spend maybe 10-20% more on mortgage, taxes, and insurance (where part of our tax money is insurance), with almost all of that money going not to rare black swan insurance, but to reliably computable mundane risk of fire, flood and theft.

Then there is Pascal’s Wager level insurance — Black Swan insurance. This often plays on the ignorance and belief system of the insured. For example, some people devoutly believe that we are mere days away from the Rapture, when they expect to be swept up into the sky — but leave their pets behind! So there are companies that sell “rapture insurance” (possibly tongue in cheek:) to come and care for your pets in the event that you are taken up. Indeed, religions in general are selling insurance. While the evidence is overwhelming that when we die our brains cease the metabolic activity that is “us” and our conscious existence ends, there is of course SOME chance that we are mistaken about almost everything that we perceive and are (for example) the moral equivalent of power units in The Matrix so that our conscious existence continues after what completely consistently appears to be our total death. Further, given an incommensurable hypothesis, compounding it with further incommensurables surely does nothing but add a few zillion more zeros before the first nonzero digit in any estimate of the probability that is ALREADY basically zero, so it is also possible that when we die, we will be judged according to some criterion and then tortured for an eternity if we are found wanting (according to that criterion).

Since there is no evidence — or possibility of obtaining evidence — short of dying and hence finding out too late to communicate back to the living, this forms a fertile ground for the selling of “insurance” against a non-computable risk. The price is typically exorbitant — 10% of everything you earn on the material side, plus the additional “cost” of complying with the criteria given to you by the insurance agents. We have all sorts of examples of the purchase of this sort of insurance in human history, and the price can range as high as sacrificing your daughter up to the winds or giving up all of your possessions to the church (Acts 5: http://www.skepticsannotatedbible.com/acts/5.html). The insurance salesmen of this sort get away with this by being fundamentally, deeply dishonest. They never tell you what the actuarial basis — the computable, verifiable expectation value — is for the risk. They only tell you that they are certain of the risk and indeed, one of the most common characteristics of this approach is part of the cost of the insurance is to become an insurance salesman yourself in a vast pyramid scheme, you have to believe that the risk is real without reliable evidence and try to convince others that it is real or else you will experience the negative outcome. Imagine a preacher standing up in church on Sunday and stating “I, no more than you, have the slightest reason to believe all of the fantastic and improbable and mutually contradictory things that are stated in this book, but there is some chance, however small, that you will experience an eternity of horrific pain after you die if you don’t give me 1/10th of your net worth and do as I interpret this book as saying otherwise.” Honesty isn’t a good way to sell insurance for incommensurable risks

Finally, there is protection. This is like religion but without the tedious requirement of belief. A big, strong man accompanied by two other big, strong men armed with baseball bats comes to your door. He points out that the world is an uncertain place, and that people often suffer broken legs right there on their front porch. He observes that fortunately he is in the position of being able to offer you insurance against the event on the spot, and furthermore, that those who purchase the insurance appear to have somehow substantially ameliorated the risk (for at least this month). Here one is in a difficult position. On the one hand, it is pretty easy to believe in the risk as it is staring you in the face. One can even believe that the risk can be “insured” — substantially reduced — by buying the profferred insurance and complying with the codicil of not calling the cops. Still, most of us would much rather reach behind the door for the sawed off pump 12 gauge loaded with double-odd buckshot and blow the legs right off of the insurance salesman, even if it does substantially increase various risks on down the road.

So where, exactly, does the risk of (say) SLR fall in this spectrum? I ask, because this is something I’m very sensitive to as I live on the coast around 1/4 of the year. One part of SLR is easily computable. One takes e.g. tide gauge data back as long as tide gauge data exists. One dresses it with observations of sea level over much longer times where inferences can be made from observations or historical records. From this, one can conclude that SLR over the tide gauge era is describable with a linear trend plus noise with a mean rate of perhaps 2 mm/year (9 inches over 110 years). This corresponds well with the rate of global warming and is probably almost entirely due to isostatic thermal expansion of the surface waters of the ocean, and is not uniformly distributed because when surface waters expand, they float and can actually LOCALLY increase the height of the ocean without causing the ocean to actually “rise” anywhere else. There is no reason to think from the data, that SLR will ever be a major risk — the oceans are enormous and isostatic thermal expansion almost certainly lost in the commensurate changes due to land uplift or subsidence and hence ignorable almost everywhere.

But! There are models for global warming due to increasing CO_2. Some of the most extreme of those models predict extreme heating — over 5 C (say 10 F!) globally over the next 70 or 80 years! There are models for SLR based on the melting rates one expects for the major icepacks in Greenland and Antarctica (since melting sea ice doesn’t cause notable SLR because it is floating — it actually lowers the physical surface wherever it occurs). Some of those models (based on damn all data, remember — these models are basically “stuff people make up” that has no possible way of being tested before some ice pack somewhere decides to melt, and there are huge uncertainties to say the least) predict much faster melt than others, given the temperature changes. If one feeds the fastest melting models with the fastest heating models, one gets as much a 5 meters of sea level rise by 2100, truly a catastrophe in anybody’s book.

Now a sensible actuarial analyst would say, whoa, let’s calm down. Simply analyzing past data suggests that TCS is under 2 C, not over 5 C, and might be as low as 1 C. Then there is the extreme uncertainty of the future trajectory of CO_2 as the driver — sure, we are burning carbon for fuel now because it is cheap and comparatively plentiful and because 1/3 of the planet is locked in a state of energy poverty right out of the 17th and 18th century and it is the quick and easy way for them to enjoy the fruits of modern civilization and avoid the unpleasantness of dying of starvation or disease, ignorant, with no hope or prospects for their children. But in as little as a decade, we might have fusion energy, or we might get over our squeamishness regarding fission energy, or we might finish developing storage batteries that are both inexpensive and capacious enough to hold 100+ Kw-hr’s of energy in a volume of around 1 m^3 that costs around $1000 to make and sell at full retail and that will last at least 20 years with minimal maintenance (seriously). Then there are models that predict a lot less SLR as temperature rises, and spreads it out over a lot longer of a time frame. And then there is the uncertainty in any of these estimates. And finally, there is the past SLR data itself, which is (to be frank) about as unalarming as it is possible to be.

So the best (most honest) probability of catastrophic 5 m SLR is what? 0.01? 0.001? 0.0001? I suspect even the latter is high. True, the consequences are extreme if it happens, but that is also true if Yellowstone erupts, but you don’t see the government or society making plans to spend 10% of the global product to cope with that if it occurs, or to be able to act before or after an asteroid falls. That’s because however horrific the visualizable outcome, it is not very likely and because dealing with it if it happens is almost certainly the best way to optimize our expected benefit, rather than spending enormous amounts on things that probably wouldn’t work to reduce the risk anyway. But this is not communicated to the public. What is the risk of 1 m SLR? I think most actual climate scientists consider this to be on the order of 0.01, or 0.001, or less. It’s simple physics — it isn’t easy to melt vast amounts of ice, and the ice in question is all measurably well below freezing almost all of the time at this particular moment (averaged over the decade of your choice from as long as we have measurements) and is seriously below freezing most of the year. It isn’t even clear if such melt as is observed comes from geophysical heating from below or from soot lowering the albedo of the ice, not from CO_2 at all.

The most reliable/sane estimates come from people like Trenberth, who pegs probable SLR in the range of a foot or so — less than 1/2 of a meter. That’s almost twice the rate of the last century of SLR and is still utterly ignorable nearly everywhere! It is still low enough that there is little point in “insuring” against this risk by taking measures now any more than people took measures against the 9″ over the last century. They just adapted to it as it happened. If you live on a coast, you know that SLR at this rate is literally swamped by the noise of the tides and the storms, and that homes and property there are at far greater local risks of flooding or disaster.

So how is the insurance on this issue being sold? We have the former head of NASA, James Hansen, on public record as stating that it was his professional opinion speaking ex cathedra as one of the most eminent climate scientists in the world, the man who gave us the catastrophic anthropogenic global warming hypothesis itself that SLR would be 5 meters, right after misstating the position of the mainstream as being 1 meter of SLR, and without giving any indication whatsoever of the uncertainty or quantitative basis for his belief!

So you choose: Is SLR (which is be far and away the most consequential of the negative sequellae associated with hypothetical future warming, at least once it exceeds 1/2 a meter per century or thereabouts) an insurable risk? How much should we spend to insure against it, given that we’re talking about investing a huge fraction of our GDP for the indefinite future — carte blanche, an open ticket, no expenditure is apparently too great — to insure what in the end is a tiny fraction of the surface area of the Earth, and where there are enormous uncertainties in our ability to predict any future SLR rate at all, and where we have the certainty that after a full 165 years of largely anthropogenic global warming the associated observed SLR rate of the past has been distinctly non-catastrophic, easily and invisibly accommodated by people just making local decisions as it literally has crept up over decades? And is James Hansen an honest and reliable seller of actually computable insurance at fair rates, or is he of the religious/Pascal’s wager persuasion, or is he the mere tool of the energy companies and money launderers who are the ones that overwhelmingly have benefited from the absurd price increases and complex financial structure associated with carbon trading and measures taken to combat the hundred year threat of AGW at the expense of the perpetuation of misery and suffering of the poorest 1/3 of the world’s population, who are selling us protection?

Personally, I think it is mostly protection being sold by the unscrupulous politicians, reporters, banks, and energy companies with the unwitting religious support of scientists like Hansen who have long since lost any pretence of objectivity on the issue and who never, ever, give an honest appraisal of the uncertainty of our knowledge and just how shaky the tower of assumptions is that gives rise to any future estimate of global climate (as evidenced by just how badly our models either hindcast the past, describe the present, or described the future of when the models were run in the past).

There are still plenty of climate scientists who are objective, don’t get me wrong. I respect Trenberth, for example, as he often acknowledges his own uncertainty and can change his mind as the data demands it, even though he (like me, for that matter) do think that the evidence supports the hypothesis of CO_2 driven warming with TCS in the 1 to 3 C range. But until the Assessment Reports of the IPCC do an honest job of presenting uncertainties and stop using language in the SPM like “high confidence” or “low confidence” or “medium confidence” that is indefensible abuse of the language of statistics given that no such confidence interval can be computed or objectively defended, it is more a confidence game than a sober and reliable appraisal of the climate future of the planet suitable for doing the cost-benefit analysis that we need to make a rational decision about how much to spend on “insurance”, and how best to spend it.

The historic temperature record is completely unreliable. It's a mess. It's a joke.

The U.S. surface station network is seriously flawed and the temperatures they have recorded are not accurate. The application of fudge factors in the form of adjustments and homogenization is a farce.

The temperature record for the rest of the world is even worse.

Do you really believe that Russian temperature records from, say, 1917-1950 are reliable?

You don't really expect a rational person to believe that people were making accurate daily observations all over Russia during the Revolution or during the Sieges of Stalingrad and Leningrad?

Do you honestly believe that Chinese temperature records from, say, 1913-1980 are reliable?

Do you really expect anybody to believe that accurate daily temperatures were recorded in China during the Revolution or "The Great Leap Forward?"

Do you seriously believe that Sub-Saharan African temperatures from, say 1850-1975 are accurate?

Please don't tell us you think accurate daily temperature recordings were made in Sub-Saharan Africa during any part of the 19th century and most of the 20th.

Do you really believe that oceanic temperatures from, say 1800-1970 are accurate? ( as we know, the oceans cover 70% of the earth’s surface).

Do you really believe there were accurate daily temperature observations made in the Bering Sea or the Weddell Sea or in the middle of the Pacific at any time before the advent of satellite observations in 1979?

Are you kidding?

All this is even prior to considering the GISS homogenization adjustments or the adjustments made for the UHI effect.

These are measurement error and uncertainties in excess of the putative change in global temperatures.

Now almost two years old, John Cook’s 97% consensus paper has been a runaway success. Downloaded over 300,000 times, voted the best 2013 paper in Environmental Research Letters, frequently cited by peers and politicians from around the world, with a dedicated column in the Guardian, the paper seems to be the definitive proof that the science of climate change is settled.

It isn’t.

Consensus has no place in science. Academics agree on lots of things, but that does not make them true. Even so, agreement that climate change is real and human-caused does not tell us anything about how the risks of climate change weigh against the risks of climate policy. But in our age of pseudo-Enlightenment, having 97% of researchers on your side is a powerful rhetoric for marginalizing political opponents. All politics ends in failure, however. Chances are the opposition will gain power well before the climate problem is solved. Polarization works in the short run, but is counterproductive in the long run.

In their paper, Cook and colleagues argue that 97% of the relevant academic literature endorses that humans have contributed to observed climate change. This is unremarkable. It follows immediately from the 19th century research by Fourier, Tyndall and Arrhenius. In popular discourse, however, Cook’s finding is often misrepresented. The 97% refers to the number of papers, rather than the number of scientists. The alleged consensus is about any human role in climate change, rather than a dominant role, and it is about climate change rather than the dangers it might pose.

Although there are large areas of substantive agreement, climate science is far from settled. Witness the dozens of alternative explanations of the current, 18 year long pause in warming of the surface atmosphere. The debate on the seriousness of climate change or what to do about it ranges even more widely.

The Cook paper is remarkable for its quality, though. Cook and colleagues studied some 12,000 papers, but did not check whether their sample is representative for the scientific literature. It isn’t. Their conclusions are about the papers they happened to look at, rather than about the literature. Attempts to replicate their sample failed: A number of papers that should have been analysed were not, for no apparent reason.

The sample was padded with irrelevant papers. An article about TV coverage on global warming was taken as evidence for global warming. In fact, about three-quarters of the papers counted as endorsements had nothing to say about the subject matter.

Cook enlisted a small group of environmental activists to rate the claims made by the selected papers. Cook claims that the ratings were done independently, but the raters freely discussed their work. There are systematic differences between the raters. Reading the same abstracts, the raters reached remarkably different conclusions – and some raters all too often erred in the same direction. Cook’s hand-picked raters disagreed what a paper was about 33% of the time. In 63% of cases, they disagreed about the message of a paper with the authors of that paper.

The paper’s reviewers did not pick up on these things. The editor even praised the authors for the “excellent data quality” even though neither he nor the referees had had the opportunity to check the data. Then again, that same editor thinks that climate change is like the rise of Nazi Germany. Two years after publication, Cook admitted that data quality is indeed low.

Requests for the data were met with evasion and foot-dragging, a clear breach of the publisher’s policy on validation and reproduction, yet defended by an editorial board member of the journal as “exemplary scientific conduct”.

Cook hoped to hold back some data, but his internet security is on par with his statistical skills, and the alleged hacker was not intimidated by the University of Queensland’s legal threats. Cook’s employer argued that releasing rater identities would violate a confidentiality agreement. That agreement does not exist.

Cook first argued that releasing time stamps would serve no scientific purpose. This is odd. Cook’s raters essentially filled out a giant questionnaire. Survey researchers routinely collect time stamps, and so did Cook. Interviewees sometimes tire and rush through the last questions. Time stamps reveal that.

Cook later argued that time stamps were never collected. They were. They show that one of Cook’s raters inspected 675 abstracts within 72 hours, a superhuman effort.

The time stamps also reveal something far more serious. After collecting data for 8 weeks, there were 4 weeks of data analysis, followed by 3 more weeks of data collection. The same people collected and analysed the data. After more analysis, the paper classification scheme was changed and yet more data collected.

Cook thus broke a key rule of scientific data collection: Observations should never follow from the conclusions. Medical tests are double-blind for good reason. You cannot change how to collect data, and how much, after having seen the results.

Cook’s team may, perhaps unwittingly, have worked towards a given conclusion. And indeed, the observations are different, significantly and materially, between the three phases of data collection. The entire study should therefore be dismissed.

This would have been an amusing how-not-to tale for our students. But Cook’s is one of the most influential papers of recent years. The paper was vigorously defended by the University of Queensland (Cook’s employer) and the editors of Environmental Research Letters, with the Institute of Physics (the publisher) looking on in silence. Incompetence was compounded by cover-up and complacency.

Climate change is one of the defining issues of our times. We have one uncontrolled, poorly observed experiment. We cannot observe the future. Climate change and policy are too complex for a single person to understand. Climate policy is about choosing one future over another. That choice can only be informed by the judgement of experts – and we must have confidence in their learning and trust their intentions.

Climate research lost its aura of impartiality with the unauthorised release of the email archives of the Climate Research Unit of the University of East Anglia. Its reputation of competence was shredded by the climate community’s celebration of the flawed works of Michael Mann. Innocence went with the allegations of sexual harassment by Rajendra Pachauri and Peter Gleick’s fake memo. Cook’s 97% nonsensus paper shows that the climate community still has a long way to go in weeding out bad research and bad behaviour. If you want to believe that climate researchers are incompetent, biased and secretive, Cook’s paper is an excellent case in point.

OK to kill endangered birds? Yes if you are a windfarm. Greens seem to be fine with that.


It’s one rule for you, and another for their friends. If a coal plant was wiping out thousands of birds and bats you can be sure Greenpeace would be launching a campaign. But when an industrial turbine with blade-tips travelling at 180mph does the killing, who cares?


The law for normals makes it expensive to kill birds and bats:

“Exxon Mobil has agreed to pay $600,000 in penalties after approximately 85 migratory birds died of exposure to hydrocarbons at some of its natural gas facilities across the Midwest. — NY Times

And it was going to get expensive for windfarms:

“Nov 22 2013 Duke Energy has agreed to pay a $1 million fine for killing 14 eagles and 149 other birds at two Wyoming wind farms. – audublog
That was the first time a windfarm got pinged. And it works out to be about $6000 a bird. Could get expensive, eh?

“The Fish and Wildlife Service estimated that 440,000 birds are killed by wind turbines every year in the U.S. However, that number is said to be a low-ball estimate by independent researchers. Each year 573,000 birds and 888,000 bats are killed by wind turbines in the U.S., according a study by K. Shawn Smallwood that was published in the Wildlife Society Bulletin. — dailycaller.com
Killing 400,000 birds at $6k each would make windpower in the US about $2 billion more expensive, and less viable, than it already is. But industrial wind turbines are special friends of big-government and they were given licenses to kill “accidentally” for up to five years. But I guess the five year licenses were expiring, so the Obama administration reassessed the rule and now says it’s OK to kill them for 30 years.


“The Interior Department on Friday unveiled a final rule extending the length of permits that allow facilities to unintentionally kill protected bald and golden eagles.The regulations are a major victory for the wind and solar industry, among others, which will now be able to obtain permits for as long as 30 years — a sixfold increase from the previous five-year limit.
I like the newspeak from the Department of Bird-Killing explaining why 30 years of carcasses is a good thing:


“This change will facilitate the responsible development of renewable energy and other projects designed to operate for decades, while continuing to protect eagles consistent with our statutory mandates,” the department said in its regulation. -- The Hill
Five years of bird deaths was not responsible, but 30 years of deaths is? Anyone would protect eagles like this, of course.

In the end it amounts to another $2 billion dollar subsidy for renewables (and a lot more dead birds). But it’s all for the sake of the planet.

But there is a bigger issue at stake here. When is a law not a law? When the government can issue licenses to break it. Selective enforcement anyone? Since Duke Energy may be one of the only wind operators to have to pay the bird-killing tithe, I have to ask, what did they do wrong? Perhaps they didn’t butter up the right people on the right day?

WWF would be outraged if coal fired plants got 30 year exemptions for busting bald eagles.

When is a dead bird a tragedy for an eco-green? Only when it scores a political point.

As usual, it’s not about the environment. It’s only power and politics.

German Power Costs Seen Dropping for Fourth Year

Power prices in Germany, Europe’s biggest electricity market, probably will weaken for a record fourth consecutive year as utilities add the most coal-fired capacity in more than a decade.

The benchmark year-ahead electricity contract will average about 6 percent less in 2014 than in 2013, according to the median of nine analyst and trader estimates compiled by Bloomberg News. Expanding generating capacity will provide 17 percent more supply than peak demand, says Bryan Garnier & Co., an investment bank in Paris.

Wholesale power prices in Europe’s biggest economy plunged 32 percent since 2010 amid record wind and solar output and the weakest demand in four years. The cheapest coal since 2009 is spurring utilities to keep building plants burning the fuel...

This is what’s happening: Global sea ice just had its best year, basically a full calendar year with a zero-anomaly, since 2004. Scientists told us that global warming was accelerating at the poles, through the polar amplification process. Part of that, they said (after consulting global circulation models), was that both Arctic and Antarctic sea ice would diminish. When Antarctic sea ice stubbornly refused to shrink as predicted, scientists scrambled for an ex-post-facto explication. This was a little like a magician whose rabbit has jumped off the stage explaining to the audience that this was part of the show.

This is what’s happening: The rabbit’s not coming back on stage.

This is what’s happening: NASA’s Walt Meier and the Climatic Research Unit’s Phil Jones both explained that only the naive are interested in global sea ice.

“A plot of global sea ice is just not informative or useful,” said Meier.

“Adding the Arctic and Antarctic sea-ice extents doesn’t make that much sense as the two regions are at opposite ends of the world and the seasons are opposite,” said Jones.

This is what’s happening: Meier and Jones are two of the foremost experts on climate in 2014.

This is what’s happening: With the Sun nearly as high as it gets in Antarctica at this very moment, Antarctic sea ice is nearly 1.5 million square kilometers above average, reflecting copious sunlight back to space and protecting goodly swaths of the sea from absorbing solar radiation. At the same time, with the Sun below the horizon during the seemingly endless winter night, Arctic sea is slightly more than 0.5 million square kilometers below average.

This is what’s happening: Cairo just had its first snow in more than a century.

This is what’s happening: The coldest location in the Lower 48 United States, International Falls, MN, recently set a record for the greatest number of days below minus 30 degrees Fahrenheit in the month of December: 8. During the same month, the temperature rose above freezing for a total of 3 hours.

This is what’s happening: International Falls started the New Year the way it ended the old one, with record cold, with a minimum temp of minus 42 Fahrenheit on January 2.

This is what’s happening: Southern Hemisphere sea ice set an all-time record for December 31.

This is what’s happening: A Russian ship, Akademik Shokalskiy, that routinely travels in the waters encircling Antarctica became stuck in sea ice on December 24 and is still stuck 10 days later. The ship’s passengers — a combination of scientists, journalists, and tourists (with plenty of crossover among groups) — have been rescued by helicopter, at significant peril and expense.

This is what’s happening: As the passengers grew increasingly restless, and likely nervous, and increasingly interested in the chances of their ship getting free of the ice, they reached out to a prestigious oceanographic institute, namely Scripps, in San Diego, California. Scripp’s staff reached out to a San Diego TV station’s meteorologists for help, one of whom, John Coleman (founding meteorologist of The Weather Channel), reached out to Anthony Watts, the most famous climate blogger in the world, who just happened to have been following the possibly doomed group’s doings for the better part of a week. Watts and fellow skeptic meteorologist and blogger Joe D’Aleo promptly gathered information about the winds that either would or wouldn’t be freeing the Akademik Shokalskiy anytime soon and sent it to the imperiled scientists.

This is what’s happening: According to satellites, Earth’s temperature hasn’t increased in 17 years.

This is what’s happening: So far, the snowiest Northern Hemisphere winter on record was last winter.

This is what’s happening: Thunder Bay, Canada, just “shattered” its previous record for coldest temp on December 31, according to the Canadian meteorology service (part of Environment Canada). The previous record low temperature for the date: -28F. The new record low temperature: -38F.

This is what’s happening. Iceland recorded it’s lowest ever temperature for the month of May in 2013: 0F.

This is what’s happening: the cold snap about to take place in the American midwest will get headlines. Shale Gas Boom Leaves Wind Companies Seeking More Subsidy

Wind power in the U.S. is on a respirator.

The $14 billion industry, the world’s second-largest buyer of wind turbines, is reeling from a double blow -- cheap natural gas unleashed by the hydraulic fracturing revolution and the death last year of federal subsidies that made wind the most competitive of all renewable energy sources in the U.S.

Without restoration of subsidies, worth $23 per megawatt hour to turbine owners, the industry may not recover, and the U.S. may lose ground in its race to reduce dependence on the fossil fuels driving global warming, say wind-power advocates.

They place the subsidy argument in the context of fairness, pointing out that wind’s chief fossil-fuel rival, the gas industry, is aided by the ability to form master limited partnerships that allow pipeline operators to avoid paying income tax. This helps drive down the cost of natural gas.

“If gas prices weren’t so cheap, then wind might be able to compete on its own,” said South Dakota’s Republican Governor Dennis Daugaard.

Consider that gas averaged $8.90 a million British thermal units in 2008 and plunged to $3.73 last year, making the fuel a cheaper source of electricity for utilities. Congress allowed the wind Production Tax Credit to expire last year, and wind farm construction plunged 92 percent.

‘Cheap Gas’

The shift in fortunes for the two fuels arrives at the moment when wind was beginning to rival gas on price alone, according to data compiled by Bloomberg. That means the industry’s future will be shaped by the debate over what counts as support from the government and when, or if, Congress moves to rethink the credit.

“Cheap gas has definitely made it harder to compete,” said David Crane, chief executive officer of NRG Energy Inc., which builds both gas and renewable power plants. He said that with the subsidy, companies were able to propose wind projects “below the price of gas.”

Both wind and gas cost about $84 a megawatt hour to install worldwide, excluding subsidies, according to Bloomberg New Energy Finance. That’s 3 percent higher than a coal-fired power plant costs and about half that of nuclear reactors.

GE’s View

The research group hosts a conference today in New York, where officials from the U.S. government’s energy research agency and Jeff Immelt, chief executive officer of General Electric Co., are debating the future shape of energy markets. GE is the biggest U.S. turbine supplier.

“We’re planning for a world that’s unsubsidized,” Immelt said at the conference. “Renewables have to find a way to get to the grid unsubsidized.”

Governor Daugaard joined Senator Ron Wyden, a Democrat from Oregon and chairman of the Senate Finance Committee, in pushing to extend the Production Tax Credit, which expired in December and is part of a package of 50 lapsed tax breaks the committee agreed on April 4 to extend.

The credit appeals to Democrats and Republicans alike in places that have strong wind resources such as South Dakota and Texas, as well as those with turbine and blade factories, like Kansas and Colorado. Still, the Republican-led House of Representatives may not support efforts to extend the tax credits before the November election, according to the American Wind Energy Association.

“It awaits a vehicle that can pass both the House and Senate,” Peter Kelley, a spokesman for the Washington-based industry group, said on a March 31 conference call.

More MLPs

America’s Natural Gas Alliance, which represents independent gas producers in Washington, has no position on the tax credits for wind, said Dan Whitten, a spokesman. The group also welcomes proposals to expand master limited partnerships to additional energy sources such as wind.

Nowhere is the economic debate about wind versus gas more finely balanced than in the U.S. While North America ranks behind China in terms of total installations, the price of gas and structure of support for the industries has made it among the most competitive markets in the world.

The best wind farms in the breeziest areas such as south Texas can be built for $60 a megawatt-hour, below the $65 price of a high-efficiency gas turbine, according to New Energy Finance.

Behind those headline figures are hundreds of variables that determine whether a utility picks wind or gas. The best wind farms may operate 45 percent of the time, while ordinary ones work less than a third of the day. The tax credit often is the decisive factor in determining whether to build a wind farm.

No Parity

“Without the Production Tax Credit, we don’t expect wind to be at cost parity with gas” in most places in the U.S., said Stephen Munro, an analyst at New Energy Finance.

Power technologies don’t compete on price alone. Most states require utilities to supply an increasing amount of their electricity from renewables.

And most utility executives have scars from swings in fossil fuel costs. A deep freeze in New England increased the cash price for gas near Boston tenfold to more than $76 per MMBtu in January.

“The polar vortex showed us the problem with relying too much on gas,” Tom Kuhn, president of the Edison Electric Institute, said in an interview.

Munro of New Energy Finance said, “wind has none of gas’s price drama. It’s visible for 20-year or 25-year contracts. Financial hedges on gas prices typically go out no more than five years.”

Energy ‘Frenemies’

Gas-fired generators have the advantage of the ability to scale up or down their output hour by hour. That gives utilities flexibility to integrate more variable supplies from wind and solar farms into the electric grid. It makes the two fuels symbiotic “frenemies with benefits,” supporting each other’s development, said Dexter Gauntlett, an analyst at Navigant Consulting in Vancouver, Washington.

Three variables -- the individual renewable needs of each state, the on-again-off-again tax credits awarded by Congress and the price of natural gas relative to wind -- have made forecasting turbine installations difficult.

“The dynamic between these three drivers has been a roller coaster over the past five years,” Gauntlett said.

With the outlook for the tax credit uncertain, utilities are refocusing on the price of the fuels. Hydraulic fracturing technology, otherwise known as fracking, makes gas wells profitable at $4.50 per MMBtu, according to Samantha Dart, an analyst at Goldman Sachs Group Inc.

That should keep gas prices within a range of $4 to $6 for at least a few years, she said in a note to clients on Feb. 3.

“Power-purchase agreements in the U.S. are under severe pricing pressure because of the shale gas boom,” said Jurgen Zeschky, CEO of Nordex SE, a German wind-turbine maker. “That’s putting pressure on prices for wind power and makes investments very difficult.”

...It is sometimes said that we found Mann’s algorithm would always produce a hockey stick, even from random numbers. That is not quite right: we found that it could do so, given the right kind of random numbers (autocorrelated, rather than independent). We also found that it mined for hockey stick shapes and overstated their dominance in the underlying data patterns, and that it understated the uncertainties of the resulting climate reconstruction (or equivalently, exaggerated the significance).

A very brief summary of the problems of the hockey stick would go like this. Mann’s algorithm, applied to a large proxy data set, extracted the shape associated with one small and controversial subset of the tree rings records, namely the bristlecone pine cores from high and arid mountains in the US Southwest. The trees are extremely long-lived, but grow in highly contorted shapes as bark dies back to a single twisted strip. The scientists who published the data (Graybill and Idso 1993) had specifically warned that the ring widths should not be used for temperature reconstruction, and in particular their 20th century portion is unlike the climatic history of the region, and is probably biased by other factors.

Mann’s method exaggerated the significance of the bristlecones so as to make their chronology out to be the dominant global climatic pattern rather than a minor (and likely inaccurate) regional one; Mann then understated the uncertainties of the final climate reconstruction, leading to the claim that 1998 was the warmest year of the last millennium, a claim that was not, in reality, supportable in the data. Furthermore, Mann put obstacles in place for subsequent researchers wanting to obtain his data and replicate his methodologies...

Whatever Happened to Global Warming?
Now come climate scientists’ implausible explanations for why the ‘hiatus’ has passed the 15-year mark.

On Sept. 23 the United Nations will host a party for world leaders in New York to pledge urgent action against climate change. Yet leaders from China, India and Germany have already announced that they won’t attend the summit and others are likely to follow, leaving President Obama looking a bit lonely. Could it be that they no longer regard it as an urgent threat that some time later in this century the air may get a bit warmer?

In effect, this is all that’s left of the global-warming emergency the U.N. declared in its first report on the subject in 1990. The U.N. no longer claims that there will be dangerous or rapid climate change in the next two decades. Last September, between the second and final draft of its fifth assessment report, the U.N.’s Intergovernmental Panel on Climate Change quietly downgraded the warming it expected in the 30 years following 1995, to about 0.5 degrees Celsius from 0.7 (or, in Fahrenheit, to about 0.9 degrees, from 1.3).

Even that is likely to be too high. The climate-research establishment has finally admitted openly what skeptic scientists have been saying for nearly a decade: Global warming has stopped since shortly before this century began.

First the climate-research establishment denied that a pause existed, noting that if there was a pause, it would invalidate their theories. Now they say there is a pause (or “hiatus”), but that it doesn’t after all invalidate their theories.

Alas, their explanations have made their predicament worse by implying that man-made climate change is so slow and tentative that it can be easily overwhelmed by natural variation in temperature—a possibility that they had previously all but ruled out.

When the climate scientist and geologist Bob Carter of James Cook University in Australia wrote an article in 2006 saying that there had been no global warming since 1998 according to the most widely used measure of average global air temperatures, there was an outcry. A year later, when David Whitehouse of the Global Warming Policy Foundation in London made the same point, the environmentalist and journalist Mark Lynas said in the New Statesman that Mr. Whitehouse was “wrong, completely wrong,” and was “deliberately, or otherwise, misleading the public.”

We know now that it was Mr. Lynas who was wrong. Two years before Mr. Whitehouse’s article, climate scientists were already admitting in emails among themselves that there had been no warming since the late 1990s. “The scientific community would come down on me in no uncertain terms if I said the world had cooled from 1998,” wrote Phil Jones of the University of East Anglia in Britain in 2005. He went on: “Okay it has but it is only seven years of data and it isn’t statistically significant.”

If the pause lasted 15 years, they conceded, then it would be so significant that it would invalidate the climate-change models upon which policy was being built. A report from the National Oceanic and Atmospheric Administration (NOAA) written in 2008 made this clear: “The simulations rule out (at the 95% level) zero trends for intervals of 15 yr or more.”

Well, the pause has now lasted for 16, 19 or 26 years—depending on whether you choose the surface temperature record or one of two satellite records of the lower atmosphere. That’s according to a new statisticalcalculation by Ross McKitrick, a professor of economics at the University of Guelph in Canada.

It has been roughly two decades since there was a trend in temperature significantly different from zero. The burst of warming that preceded the millennium lasted about 20 years and was preceded by 30 years of slight cooling after 1940.

This has taken me by surprise. I was among those who thought the pause was a blip. As a “lukewarmer,” I’ve long thought that man-made carbon-dioxide emissions will raise global temperatures, but that this effect will not be amplified much by feedbacks from extra water vapor and clouds, so the world will probably be only a bit more than one degree Celsius warmer in 2100 than today. By contrast, the assumption built into the average climate model is that water-vapor feedback will treble the effect of carbon dioxide.

But now I worry that I am exaggerating, rather than underplaying, the likely warming.

The idea that "Climate science is settled" runs through today's popular and policy discussions. Unfortunately, that claim is misguided. It has not only distorted our public and policy debates on issues related to energy, greenhouse-gas emissions and the environment. But it also has inhibited the scientific and policy discussions that we need to have about our climate future.

My training as a computational physicist—together with a 40-year career of scientific research, advising and management in academia, government and the private sector—has afforded me an extended, up-close perspective on climate science. Detailed technical discussions during the past year with leading climate scientists have given me an even better sense of what we know, and don't know, about climate. I have come to appreciate the daunting scientific challenge of answering the questions that policy makers and the public are asking.

The crucial scientific question for policy isn't whether the climate is changing. That is a settled matter: The climate has always changed and always will. Geological and historical records show the occurrence of major climate shifts, sometimes over only a few decades. We know, for instance, that during the 20th century the Earth's global average surface temperature rose 1.4 degrees Fahrenheit.

Nor is the crucial question whether humans are influencing the climate. That is no hoax: There is little doubt in the scientific community that continually growing amounts of greenhouse gases in the atmosphere, due largely to carbon-dioxide emissions from the conventional use of fossil fuels, are influencing the climate. There is also little doubt that the carbon dioxide will persist in the atmosphere for several centuries. The impact today of human activity appears to be comparable to the intrinsic, natural variability of the climate system itself.

Rather, the crucial, unsettled scientific question for policy is, "How will the climate change over the next century under both natural and human influences?" Answers to that question at the global and regional levels, as well as to equally complex questions of how ecosystems and human activities will be affected, should inform our choices about energy and infrastructure.

But—here's the catch—those questions are the hardest ones to answer. They challenge, in a fundamental way, what science can tell us about future climates.

Even though human influences could have serious consequences for the climate, they are physically small in relation to the climate system as a whole. For example, human additions to carbon dioxide in the atmosphere by the middle of the 21st century are expected to directly shift the atmosphere's natural greenhouse effect by only 1% to 2%. Since the climate system is highly variable on its own, that smallness sets a very high bar for confidently projecting the consequences of human influences.

A second challenge to "knowing" future climate is today's poor understanding of the oceans. The oceans, which change over decades and centuries, hold most of the climate's heat and strongly influence the atmosphere. Unfortunately, precise, comprehensive observations of the oceans are available only for the past few decades; the reliable record is still far too short to adequately understand how the oceans will change and how that will affect climate.

A third fundamental challenge arises from feedbacks that can dramatically amplify or mute the climate's response to human and natural influences. One important feedback, which is thought to approximately double the direct heating effect of carbon dioxide, involves water vapor, clouds and temperature.

But feedbacks are uncertain. They depend on the details of processes such as evaporation and the flow of radiation through clouds. They cannot be determined confidently from the basic laws of physics and chemistry, so they must be verified by precise, detailed observations that are, in many cases, not yet available.

Beyond these observational challenges are those posed by the complex computer models used to project future climate. These massive programs attempt to describe the dynamics and interactions of the various components of the Earth system—the atmosphere, the oceans, the land, the ice and the biosphere of living things. While some parts of the models rely on well-tested physical laws, other parts involve technically informed estimation. Computer modeling of complex systems is as much an art as a science.

For instance, global climate models describe the Earth on a grid that is currently limited by computer capabilities to a resolution of no finer than 60 miles. (The distance from New York City to Washington, D.C., is thus covered by only four grid cells.) But processes such as cloud formation, turbulence and rain all happen on much smaller scales. These critical processes then appear in the model only through adjustable assumptions that specify, for example, how the average cloud cover depends on a grid box's average temperature and humidity. In a given model, dozens of such assumptions must be adjusted ("tuned," in the jargon of modelers) to reproduce both current observations and imperfectly known historical records.

We often hear that there is a "scientific consensus" about climate change. But as far as the computer models go, there isn't a useful consensus at the level of detail relevant to assessing human influences. Since 1990, the United Nations Intergovernmental Panel on Climate Change, or IPCC, has periodically surveyed the state of climate science. Each successive report from that endeavor, with contributions from thousands of scientists around the world, has come to be seen as the definitive assessment of climate science at the time of its issue.



For the latest IPCC report (September 2013), its Working Group I, which focuses on physical science, uses an ensemble of some 55 different models. Although most of these models are tuned to reproduce the gross features of the Earth's climate, the marked differences in their details and projections reflect all of the limitations that I have described. For example:

• The models differ in their descriptions of the past century's global average surface temperature by more than three times the entire warming recorded during that time. Such mismatches are also present in many other basic climate factors, including rainfall, which is fundamental to the atmosphere's energy balance. As a result, the models give widely varying descriptions of the climate's inner workings. Since they disagree so markedly, no more than one of them can be right.

• Although the Earth's average surface temperature rose sharply by 0.9 degree Fahrenheit during the last quarter of the 20th century, it has increased much more slowly for the past 16 years, even as the human contribution to atmospheric carbon dioxide has risen by some 25%. This surprising fact demonstrates directly that natural influences and variability are powerful enough to counteract the present warming influence exerted by human activity.

Yet the models famously fail to capture this slowing in the temperature rise. Several dozen different explanations for this failure have been offered, with ocean variability most likely playing a major role. But the whole episode continues to highlight the limits of our modeling.

• The models roughly describe the shrinking extent of Arctic sea ice observed over the past two decades, but they fail to describe the comparable growth of Antarctic sea ice, which is now at a record high.

• The models predict that the lower atmosphere in the tropics will absorb much of the heat of the warming atmosphere. But that "hot spot" has not been confidently observed, casting doubt on our understanding of the crucial feedback of water vapor on temperature.

• Even though the human influence on climate was much smaller in the past, the models do not account for the fact that the rate of global sea-level rise 70 years ago was as large as what we observe today—about one foot per century.

• A crucial measure of our knowledge of feedbacks is climate sensitivity—that is, the warming induced by a hypothetical doubling of carbon-dioxide concentration. Today's best estimate of the sensitivity (between 2.7 degrees Fahrenheit and 8.1 degrees Fahrenheit) is no different, and no more certain, than it was 30 years ago. And this is despite an heroic research effort costing billions of dollars.

These and many other open questions are in fact described in the IPCC research reports, although a detailed and knowledgeable reading is sometimes required to discern them. They are not "minor" issues to be "cleaned up" by further research. Rather, they are deficiencies that erode confidence in the computer projections. Work to resolve these shortcomings in climate models should be among the top priorities for climate research.

Yet a public official reading only the IPCC's "Summary for Policy Makers" would gain little sense of the extent or implications of these deficiencies. These are fundamental challenges to our understanding of human impacts on the climate, and they should not be dismissed with the mantra that "climate science is settled."

While the past two decades have seen progress in climate science, the field is not yet mature enough to usefully answer the difficult and important questions being asked of it. This decidedly unsettled state highlights what should be obvious: Understanding climate, at the level of detail relevant to human influences, is a very, very difficult problem.

We can and should take steps to make climate projections more useful over time. An international commitment to a sustained global climate observation system would generate an ever-lengthening record of more precise observations. And increasingly powerful computers can allow a better understanding of the uncertainties in our models, finer model grids and more sophisticated descriptions of the processes that occur within them. The science is urgent, since we could be caught flat-footed if our understanding does not improve more rapidly than the climate itself changes.

A transparent rigor would also be a welcome development, especially given the momentous political and policy decisions at stake. That could be supported by regular, independent, "red team" reviews to stress-test and challenge the projections by focusing on their deficiencies and uncertainties; that would certainly be the best practice of the scientific method. But because the natural climate changes over decades, it will take many years to get the data needed to confidently isolate and quantify the effects of human influences.

Policy makers and the public may wish for the comfort of certainty in their climate science. But I fear that rigidly promulgating the idea that climate science is "settled" (or is a "hoax") demeans and chills the scientific enterprise, retarding its progress in these important matters. Uncertainty is a prime mover and motivator of science and must be faced head-on. It should not be confined to hushed sidebar conversations at academic conferences.

Society's choices in the years ahead will necessarily be based on uncertain knowledge of future climates. That uncertainty need not be an excuse for inaction. There is well-justified prudence in accelerating the development of low-emissions technologies and in cost-effective energy-efficiency measures.

But climate strategies beyond such "no regrets" efforts carry costs, risks and questions of effectiveness, so nonscientific factors inevitably enter the decision. These include our tolerance for risk and the priorities that we assign to economic development, poverty reduction, environmental quality, and intergenerational and geographical equity.

Individuals and countries can legitimately disagree about these matters, so the discussion should not be about "believing" or "denying" the science. Despite the statements of numerous scientific societies, the scientific community cannot claim any special expertise in addressing issues related to humanity's deepest goals and values. The political and diplomatic spheres are best suited to debating and resolving such questions, and misrepresenting the current state of climate science does nothing to advance that effort.

Any serious discussion of the changing climate must begin by acknowledging not only the scientific certainties but also the uncertainties, especially in projecting the future. Recognizing those limits, rather than ignoring them, will lead to a more sober and ultimately more productive discussion of climate change and climate policies. To do otherwise is a great disservice to climate science itself.

You’re a climate denier if:


  • You believe that the atmosphere has continued to warm for the last 18+ years despite rapid growth of CO2. 97% of real climate scientists acknowledge that it hasn’t. They call it the “pause” or “hiatus” although there is no scientific evidence that warming will pick up again or when.

  • If you believe that Antarctica is melting. NASA satellite data shows that the sea ice extent around Antarctica in 2014 is the largest in recorded history.

  • If you believe that the observed West Antarctica warming is caused by warming of the atmosphere. Recent studies show that the heat is coming from volcanoes below the glacier. Besides, air temperatures in the area are far below zero. Ice doesn’t melt in subfreezing air.

  • If you believe that 97% of climate scientists support the claim that global warming is driven directly by man-made CO2. It is true that 97% believe in climate change, which is the question they were asked, which is like asking them if the sun rises in the morning. Far fewer agreed with the man-made warming question and few of them agree on the details.

  • You believe that climate models accurately represent the climate of the earth. They don’t. Even the scientists who run them and the IPCC agree that they cannot predict the future of the climate. This is now obvious to everyone since they totally failed to predict the leveling off of atmospheric temperatures since 2000.

  • You think that climate models accurately model the behavior of greenhouse gasses in the atmosphere. They don’t. They are completely unable to model the behavior of 97% of the greenhouse gas, water vapor and clouds. The dire predictions of runaway global warming from CO2 were based on the conjecture that water vapor would amplify the effects of CO2. The lack of recent warming while CO2 continues to increase shows clearly that water vapor is either neutral or in fact suppresses the warming from CO2.

  • If you believe that around 2000, CO2 magically changed its mind and decided to warm the oceans instead of the air. Some scientists speculate that this is the case but there is little or no hard science to support the notion. Some even speculate that the heat is going into the deep oceans, even though there is no way to measure it or find it.

  • You believe that man-made global warming is causing climate disasters. The International Red Cross reports that natural disasters are at a ten year low. Tornado and hurricane activity have also been at near record lows.

When it was warming, the reason was CO2 and climate was simple;
now that it’s not warming, the reason isn’t known and climate is complex.
