A witch uses a magic potion to get her would-be lovers loose and in the mood. Clearly it's not much different from a roofie, which is of course, rape.
The question is, would this this scenario get my story kicked back for rape? Who can I bounce this off of, so I don't waste my time writing what can't be shared.

Well, there's clearly a gradient between alcohol and a love potion. I also don't think you'll have a problem the way you've described it.
 
As others have said, I think it is fine. There's a whole category for Mind Control and, while you can argue what constitutes real world consent, the site is likely to go easy on magic that makes people behave as though they have consented.

Parents once told bedtime stories from the Brothers Grimm that featured cannibalism, bestiality and rape but the stories were told without sexualised descriptions that would normally embellish an erotic equivalent.

There's a world of difference between

The first version passes, the second one won't. Your common sense should steer your choice of words, but if you lack that, Laurel will do it for you. It's not that difficult, but a glance through the threads will reveal some people do struggle. You can always ask an opinion from an editor before you submit a story.
 
A witch. To me, that suggests that the tale is to go in SciFi and Fantasy. That changes the expectations and dynamics.

Secondly, unlike a roofie, a love potion by definition makes the person fall in love. People in love enjoy sex.

The ultimate decision is of course Laurel’s. I have several times asked her this sort of question via PM and received her judgement.

There’s nothing to get offended by but plenty to get turned on by.

Maybe if you were inside the "victims" heads and went on about how they disliked what was going on but their bodies were doing it anyway... One of my stories has a Love Potion in it, the MC's mom and aunt drink it and keep throwing themselves at him. Another character inside the story gave similar Love Potion to a person who later became their spouse, I show it as very one sided with the Love Potion Giver dominating the Love Potion Drinker because the drinker basically is so in love that they will take whatever is thrown at them, they have no other choice. I think magic is clearly not real so... It breaks the "rules" as they were. None of mine had gotten flagged for anything. I think I'm still a couple chapters away from somebody who is in the know saying that the Love Potion wouldn't make anybody do anything they didn't want to do, even if it was just a small chance, they have to want it or it wouldn't do anything. If you're worried, the Witch can say that or think something like that and should get you clear.
 
Again, I think I've used a variation of this multiple ways without any trouble. Don't sweat it; just go ahead and do it.
 
Semi-related, the "enchanted" part evokes the MMC in my series, who, as it turns out, has some manner of celestial aura about him that attracts the ladies. He has no control over it, it just is. The FMC calls him "a pussy magnet" as they navigate various adventures. Sometimes she encourages it and lets him play, sometimes it's "Not another one!".
