Don't know but its only been around since the Constitution was established in the 70s. This from Wiki:

"The chief judge of the Supreme Court was the head of the Presidential Election Commission that supervised and ran the country's first multi-candidate presidential elections in 2005."

Seems a bit shakey to me.

According to AP, most members were appointed by Mubarak.

Evidently Arab Spring has been cancelled.
